SILAQ Working Group, Sofia, April In June 2002 we adopted new national standard for unleaded petrol based on European standard EN 228 Automotive fuels-Unleaded petrol- Requirements and test methods; In national JUS EN 228 standard max.limit for lead is 0,005g/l; Limited technical and technological capabilities in local refinery production and low participation of unleaded petrol production in relation to total production of petrol ( about 17% );

SILAQ Working Group, Sofia, April Necessity for investment of capital into refineries for serviceability of existing plants and to achieve optimum utilization of entire pool; High limit values for lead content in transitional period : max 0,6g/l for Normal MB86 and Super MB98, max0,4g/l for Regular MB91and Premium MB95; Up to 2005, max 0,15 g/l content for lead is planned;

SILAQ Working Group, Sofia, April Low participation of unleaded in total consumption of petrol ( average consumption of unleaded petrol in 2002 amounted to about 22%, comparing to total consumption of petrol ); High average age of motor pool ( average age of 15 years for all registered private cars are very close to 55%); High emission of lead on main city junctions in bigger cites of Serbia and Montenegro ( for example, on “London” junction in Belgrade in the period between 1991 and 2000); Similar situation has been registered in 2001 and 2002;

SILAQ Working Group, Sofia, April What we must to do in the next period: To work out a strategy and define activity plan in the field of quality of automotive fuels, in general, and in connection with necessity for reduction of lead; To work out investment-technological plan for reconstruction of technical and technological process of operation in local refineries; To plan dual distributive system for transitional period;

SILAQ Working Group, Sofia, April To get standards and tehnical regulations harmonized with regulatory rules of the European Union; To work out monitoring of implementation of standards and regulations; To work out simulate customs clearance and taxation system for import of motor vehicles which would consume these fuels and equivalents.

SILAQ Working Group, Sofia, April CONCLUSION Firstly, in the closest future is very important to sign the Energy Charter with the European Union, which document is the basic document from which all rights and obligations on the international level are coming out. The European Union regulation adaptation models in transition countries are alike and it can be expected that in the period to come after signing the Energy Charter with the European Union, Serbia and Montenegro will enter into harmonization of rules regulating this field.

SILAQ Working Group, Sofia, April To get effective standards and technical regulations harmonized with governing EU rules in this field by model of lead value derogation in motor gasoline as it is in the case in transition countries where such process has been already commenced; To make additional investment particularly in refineries and by all means in sale-phase capacities, then implement technical-technological adaptation to new market demands in which the main role will be played by producers and distributors of liquid fuels of oil origin.
