Development Vision of ICPE For the period April 2012 – June 2013 Janez Podobnik, med.dr. COUNCIL – 2 nd Special Session, 28 March 2012

I. ICPE and its environment 1  ICPE in today’s global situation  The current development pattern of state-owned enterprises and the paradigm shift of modern education offer a promising niche for ICPE.  ICPE and the EU  ICPE recognition by the EU as a specialised international institution  Opportunity for participants of ICPE education programmes to undertake part of their studies in other EU Member States  Encouragement of joint activities between ICPE Member States and the EU Member States COUNCIL – 2 nd Special Session, 28 March 2012

I. ICPE and its environment 2  ICPE and the Republic of Slovenia 1. Memorandum on Cooperation between the Slovenian Government and ICPE 2. Facilitation of collaboration between ICPE Member States & the EU 3. Economic benefits & increased visibility 4. Internationalisation of the tertiary education to intensify economic relations  ICPE and Member States 1. Meeting place & project platform 2. Dissemination of good practice examples of training programmes 3. Attraction of new member states with country-specific proposals for cooperation 4. Possibility of establishing offices in member states and/or region offices COUNCIL – 2 nd Special Session, 28 March 2012

II. Short-term tasks of ICPE 1  Implement activities with India  Short term executive training programmes  Revival of the traditional MBA programme with a focus on PSE  Revise the MBA Green Industry programme with Jožef Stefan International Postgraduate School  Implementation of the Memorandum on Cooperation between the Government of the Republic of Slovenia and ICPE  Preparation and harmonisation of individual programmes/projects that are in the line of the current government policies  Inter-ministerial working group shall be established to improve coordination (Article 3 of the Memorandum) COUNCIL – 2 nd Special Session, 28 March 2012

II. Short-term tasks of ICPE 2  Organisation of a high level international panel of representatives from governments, agencies, scientific institutes  Continue with the ICAM conference and active participation in projects introduced at the ICAM conference on November 2010 on Integrated Coastal Area Management in the Adriatic/Mediterranean and Danube/Sava River Basin  Implementation of training for civil servants, particularly in regard to presenting EU and its Member States public mechanisms COUNCIL – 2 nd Special Session, 28 March 2012

II. Short-term tasks of ICPE 3  Encouragement to the current Member States for more active engagement into ICPE programmes & continuous activities to attract new countries; The Republic of Angola has joined ICPE in September 2011  Continue successfully initiated partnerships with international organisations  Involvement into some of the OECD programmes COUNCIL – 2 nd Special Session, 28 March 2012

III. Condition precedent for ICPE functioning  Premises  The Provisions of the Agreement on the Use of Premises with the Ministry of Higher Education, Science, and Technology, signed in July 2011, regarding the renewal of ICPE premises shall be realised  Human resources  Enlargement and internationalisation the ICPE team  Apply project-based recruitment principle  Finance  ICPE financial sources - membership fees; tuition fees; research and consultancy services; donations  Alternative means for financing - Regional development banks; IBRD, OECD, EBRD; the European Commission, corporate entities COUNCIL – 2 nd Special Session, 28 March 2012

Conclusions  ICPE faces challenges to position itself as a special global organisation in the field of public sector and PSE  Education as one of the primary activities supported through consultancy and research activities  ICPE will focus on topics which are not covered enough by other international institution  Establishment a pool of experts  Enforcement of the Advisory Board role  Publish Public Enterprise Journal regularly COUNCIL – 2 nd Special Session, 28 March 2012
