The issue of leader universities formation The problem of leader universities formation has become an international issue. How can one win the leader position in international ratings of higher educational institutions? Three main aspects: high concentration of talents among students and faculty members; flexible management system; availability of resources for education and research. “All (states) want to have a world class university, but few of them know how to establish it and how a leader should look like”. 2

King Abdullah University of Science and Technology Wishing to rekindle and spread the great and noble virtue of learning that has marked the Arab and Muslim worlds in earlier times, I am establishing King Abdullah University of Science and Technology on the Red Sea in the Kingdom of Saudi Arabia. As a new "House of Wisdom," the University shall be a beacon for peace, hope, and reconciliation and shall serve the people of the Kingdom and benefit all the peoples of the world in keeping with the teachings of the Holy Quran, which explains that God created mankind in order for us to come to know each other. It is my desire that this new University become one of the world's great institutions of research; that it educate and train future generations of scientists, engineers and technologists; and that it foster, on the basis of merit and excellence, collaboration and cooperation with other great research universities and the private sector. The University shall have all the resources that it needs to pursue these goals. A perpetual waqf (endowment) is being established and shall be managed for its benefit by an independent Board of Trustees. The Board of Trustees shall embody wise and responsible governance in support of the spirit of creativity that the University represents. Since universities striving for excellence depend on an atmosphere of exploration and initiative, nurturing and protecting freedom of research, thought and discourse related to scholarly work will be among the primary objectives of King Abdullah University of Science and Technology. 3

ACTIVITY OF THE MINISTRY OF EDUCATION AND SCIENCE OF THE RUSSIAN FEDERATION BY DEFINITION OF GROUP OF LEADING UNIVERSITIES OF RUSSIA I. Competitions of innovative universities of Russia ( ) have defined group of leading universities (57 universities). II. Competitions of research universities ( ) have defined group of leading research universities of Russia. 6

The target of New University Program Development of higher professional education system based on research and education integration, optimization of regional educational structures and strengthening of contacts between educational institutions, economy, and social sphere. I. MGU and SPbSU II. Federal universities (FUs) III. National research universities (NRUs) State support for NRUs should be provided on a competitive basis. 7

II. Federal Universities Formation and development of competitive higher education in the Federal Districts based on establishment of large educational institutions to train qualified workforce and to provide innovative services and developments. A Federal University organizes and coordinates activities aimed at supporting large territorial and regional social and economic development programs in the Federal Districts by providing them with highly qualified workforce, as well as with scientific, technical and technological decisions including practical implementation of intellectual activity results. 8

Main concepts of Federal University Development Program training of new specialists, bachelors and masters based on actual integration of research and educational processes and all methods on modern higher education; creation of conditions for academic mobility of students, faculty members and researchers, for university integration into the world educational environment; fundamental and applied research in priority scientific areas, effective interaction with the Russian Academy of Sciences; development of active cooperation with universities in Europe, Asia and America. 9

First Federal Universities In 2007, first Federal Universities were established in the Southern and Siberian Federal Districts within the priority National Project on the basis of existing higher educational institutions and academic centers in Rostov-on- Don and Krasnoyarsk. In , each university received about 6 billion rubles for its development. In addition to federal financing, business and regional authorities are also among active participants of the projects. 10

Development of Federal University Program in Russia October 21, 2009, the RF President signed Decree “On establishment of Federal Universities in the North-Western, Volga, Urals, and Far-Eastern Federal Districts” In these Districts 5 new Federal Universities are being established : Northern (Arctic), Kazan (Volga), Urals, Far-Eastern, and North-Eastern Universities. Earlier, Southern Federal University (SFU) and Siberian Federal University (SibFU) were established. In total, 7 FUs have been already established. 11

III. National Research Universities Establishment of a new category of universities is envisaged – “national research university”, which will be awarded to universities on a competitative basis. Federal Law No. 18- FZ of February 10,

NATIONAL RESEARCH UNIVERSITY – a higher educational institution which is actively carrying out both educational and research activities on the basis of principles of research and education integration. Ability to generate knowledge, as well as to ensure efficient transfer of technologies to economy; Wide spectrum of fundamental and applied research; Highly efficient system of training masters and highly qualified specialists, developed system of retraining and training programs. On a competitative basis; Within specifically developed and approved medium- term development programs; Financial support – only during first 5 years of development program implementation; At least 20% co-financing of development program activities from extra-budgetary funds. Infrastructure of educational process and research. 3. Efficient research and innovative activities. 4. Efficient educational activities. 5. Efficient training system. 6. Target indicators of efficient implementation of NRU Development Program 1. Target indicators of educational activity success. 2. Target indicators of research and innovative activity effectiveness. 3. Target indicators of human capacity development. 4. Target indicators of increasing international and national recognition. 5. Target indicators of financial sustainability. 17

FINANCIAL SUPPORT establishment of 12 NRUs including a pilot project – 3 billion rubles (Rosobrazovanie budget for introduction of innovative educational programs) financing of NRU Development Program - 6 billion rubles (reallocation of Federal Target Program funds) 2011 and subsequent years - financing of NRU development program – 6 billion rubles per year (within newly developed Federal Education Development Target Program) 18

Competitative selection of university development programs to be awarded with NRU status Development programs aimed at strengthening human capacity in priority areas of science, technology, engineering, industry and social development, developing and introducing of high technology manufacturing application (Development Programs). NRU Development Programs are implemented in Competitions in 2009 and In annual extra-budgetary co-financing of Development Program will comprise at least 20% of the amount of Federal budgetary funds allocated for these purposes. 19

Expected results of New Type NRU Development Program Increased level of international recognition of Russian science and education; significant share of extra-budgetary financing of research and developments in FUs and NRUs; additional preconditions for economic development in host regions of FUs and NRUs; improvement of main efficiency indicators of state research and education sector; higher level of commercialization in research and development sphere; adequate human capacity in Russian innovative economy. 25

Russian New Type University Model Establishment of new universities within national projects will encourage development of Russian a new type university model: - new managements systems will be introduced, - universities will become integrated educational, research and business facilities, centers of innovative and technological development and training of world class workforce. - It is envisaged that in 5-6 years new higher educational institutions will be among 10 leading universities in Russia, and by 2020 – among 100 top universities of the world. State function is to create infrastructural preconditions for further self-development of new universities. 26
