Background (I) Part of the globalisation process initiated by the government A new model for financing universities and other research institution Today core funding is calculated on basis of last years funding The government suggests to distribute part of the core funding on basis of quality indicators The model to be used is being developed and discussed with the universities

Background (II) Quality indicators supposed to be included in the financing model Research Education Knowledge dissemination The bibliometric research indicator is part of the research indicator and is expected to be implemented in 2010

Background (III) Inspiration comes from Norway Same objective Includes all sciences Simple and transparent

Objectives Build-up a central database of refereed scientific journals and publishers Rely on inputs from experts (=researchers) Simple and transparent system which can easily be maintained and covers all sciences Influence the ”behaviour” of scientists to ensure that they primarily publish in the highest ranking journals within their research area Involve the universities to ensure that the concept is implemented in all universities

Scientific groups Produce list of authorised journals and publishers (done) Our group has a list of 1985 journals Group journals and publishers in levels 1 and 2 (deadline: 15 October) Level 1: normal level (~80% of world production) Level 2: high level (~20% of world production) To be nominated to level 2 there should be general consensus that it is a leading journal, maximum 2/3 of the authors are Danish, publishing in the leading international language Level 2 can include book series and conference proceedings Update the list of authorised journals regularly and revised the grouping if necessary
