4 HMA Assistance Authority  USC Title 10, Section 407 Provides guidance on DOD HMA assistance Authorizes type of expenses to support Partner Nations HMA programs Establishes requirements for US military forces to prepare for train the trainers missions  Policy Coordinating Committee (PCC) An interagency organization responsible to analyze and determine countries requests for USG assistance If approved to receive assistance, DOD and DOS are the primary USG agencies to support HMA programs USSOUTHCOM can request to assist non PCC approved countries bilaterally  USSOUTHCOM works in support of the OAS and DOS HMA efforts in this Hemisphere DOD program complements those of DOS and the OAS Training is coordinated with the OAS based on the country plans UNCLASSIFIED//FOUO DOD HMA authorities do not authorize from the ground-up (New) construction of facilities. The program; however, allows for upgrades of existing structures!
