What does it mean Rural Support Programme in Pakistan?  A movement with more than 30 years of story covering 2/3 of rural Pakistan  11 organisations organised under the supervision of an umbrella body  Investments in research  A well defined nd tested approach to community mobilisation working on federation of communities into integrated networks, moblizing internal resources, seeking internal synergies, proposing themselves to Local Authorities as authoritative counterparts (VOs, Cos, LSOs).

Intervention Area  Malakanad Division in Khyber Pakhtunkwa, composed of 7 districts of which only 6 are targeted  Beneficiaries:  Provincial Level Authorities (line departments)  District Level Authorities  Communities

Projects and Programmes_past  PEACE Programme:  Contracted in 2012 for 4 years  40 million Euros  Activities: community mobilisation, community physical infrastructures, value chain  40% of the targeted districts in Malakand Division will be organised into Community Organisations ……AND THEN

Projects and Programmes_past  TA in PFM: an entry point to:  Test district Output Based Budgeting  Build capacities of District Authorities  Develop first District Development Strategies  Support Draft of the Community Driven Local Development Policy

CDLD Policy: Goal and Objectives  Goal: To achieve a sustainable improvement in the coverage and quality of front-line public service delivery through the active involvement of local communities.  Obj 1: Put in place a fiscal and regulatory framework for CDLD where local communities are in charge of executing local development/service delivery initiatives  Obj 2: Build the capacity of the relevant public sector entities and functionaries at the district level to operationalise CDLD  Obj 3: Provide an enabling environment for CBOs to access public funds earmarked for CDLD initiatives

CDLD Policy: key features  Fiscal decentralisation at district level of resources for community driven local development initiatives  Resources made available to communities through call for proposals. Communitie identify needs and participate to CfP on a competitive basis.  Transparent technocratic process of allocation of resoruces and selection of projects  Clear definition of criteria for Community Organisations to be considered eligible (Inclusiveness, community mobilisation training, bank account, book keeping…)  Development of District Development Strategies through participative approach (to improve allocative efficiency and mobilise local resources)  Capacity development of LA and communities  Third Party audit and verification

Projects and Programmes_today  KP DISTRCT GOVERNANCE AND COMMUNITY DEVELOPMENT PROGRAMME  Budget Support: in support of inplementation of Community Driven Local Development Programme) – 64 million EUR  Technical Assistance: to support Provincial and District Level authorities – 7,5 million EUR  Grant to ensure complete outreach of community mobilisation across the districts – 7,5 million EUR
