What is a corrupt CRM? Water Services Trust Fund Ethics, Integrity & County Resident Monitors

Ethics : Moral principles governing behaviour Integrity: It is the quality of having strong morals: the application of moral principles, standards of behavior, or set of values regarding proper conduct in the workplace as individuals and in a group setting

“Lose your wealth and you have lost nothing Lose your health and you have lost something Lose your integrity and you have lost everything” Woodrow Wilson (28 th President of the United States, from 1913 to 1921) Famous quotes about integrity “I am innocent, I did not steal anything” Jack Warner (former FIFA Vice Chairman, criminal suspect accused of fraud)

Question: Within SafiSan projects: How can we describe a poorly performing CRM? Some examples: A poorly performing CRM: hardly spends time in the project area puts up with poor quality works does not build capacity but rather frustrates the work does not show much commitment and enthusiasm does not really work with the Project Task Team IMPORTANT: The WSTF can only work with CRMs who perform according to- and above expectations. All others will be asked to leave

Question: How can we identify a corrupt CRM within SafiSan projects? Some examples: A corrupt CRM: 1.is meddling in the procurement process of the WSP 2.steals project funds 3.steals or misuses project goods 4.makes deals with contractors resulting in poor quality works 5.manipulates project data (e.g. toilet sales) 6.hides information on corrupt activities from the WSTF and WSP IMPORTANT: The WSTF has a zero tolerance policy when it comes to corruption. And…. we mean what we say!

Question: What will happen to a corrupt CRM? Some examples: 1.All corrupt behaviour can and should be reported to the WSTF and to the Ethics and Anti-Corruption Committee (EACC) 2.The WSTF has an Anti-Corruption Desk Officer 3.The WSTF will report all corrupt practices and activities to the EACC and even to its Development Partners 4.The WSTF will ensure that all corrupt practices and activities are brought to a court of law IMPORTANT: Fighting corruption includes prosecuting the guilty
