IMRBPB Singapore, April 2010 Rotorcraft MSG-3 Development

Update Meeting held in Ottawa at Transport Canada (13 – 16 April 2010) Attendees: Bell Helicopter Eurocopter TCCA FAA EASA

Working Group Members Brian Jenkins – Bell Helicopter Jerry Dawson – Bell Helicopter Christophe Chazot – Eurocopter Damien Sturtzer – Eurocopter Georgio Dossena – AugustaWestland Paul Nicholas – Sikorsky Aircraft Mike Whissell –TCCA John Cox –FAA Olivier Robelin - EASA

Purpose of Working Group Goal Create a rotorcraft Reliability Centered Maintenance (RCM) centric tool How Use present RCM tools as baseline Develop a rotorcraft specific tool involving OEM’s, Regulatory Agencies and Operators.

Why Do We Need A New Document? Current MSG-3 document is not aligned with rotorcraft structures or systems. Industry and regulatory agencies see benefits in programs developed using RCM principles.

The Way Forward Continue to educate the rotorcraft industry in MSG 3 methodology Involve Operators in the development of the rotorcraft MSG 3 methodology (HAI) Rationalize the existing MSG 3 methodology that caters to fixed wing, so that it can be directly applicable to rotorcraft requirements.

The Way Forward Working Group Needs Support from an association, much like ATA supports the fixed wing. Helicopter Association International (HAI) More involvement from Helicopter OEMs. Support from Civil Aviation Authorities. A dedicated rotorcraft IMRBPB and RMPIG, independent of the existing fixed wing IMRBPB and MPIG. Retain a link

The Way Forward Contact HAI to solicit involvement Present proposal to Manufacturers Meeting – June 2010 Look at other resources to augment document development, e.g. ASD S4000M Obtain a license from ATA and ASD for permission to use MSG-3 and S4000M as the foundation documents
