Task NumberHarmonise, develop & implement capacity building Performance Indicators CB-07-01c Harmonise efforts by Tasks, in particular those related with GEOSS performance indicators, in order to develop reliable and widely accepted qualitative and quantitative metrics for measuring the efficacy of Earth observation capacity building programs and encourage their use. Develop metrics to measure the implementation of GEO capacity building strategy. Area Capacity Building Relevant Committee CBC Description of the Work to be Performed 1.Develop indicators to measure the implementation of GEO capacity building strategy and the achievement of its objectives. 2.Compile & develop indicators that could be adopted/already adopted by GEO members and participating organisations to provide information on the impact and outcome of Earth observation capacity building programmes. 3.Compile and develop methodologies standardizing the collection of data for these indicators. 4.Encourage the GEO community in developing these indicators and build on existing capacity building indicator frameworks used by international organisations. 5.Monitor and assess Task CB-07-01c implementation. Output & Deliverables 1.Standardized methodologies 2.GEO Capacity building indicators Task Sheet

Capacity Development Disasters Health Energy Climate Water Weather Ecosystems Agriculture Biodiversity Commonalities Societal Benefits of GEOSS In the light of GEOSS overarching target „Increase Partner‘s Capabilities“ in the identified Social Benefit Areas, capacity development is a cross-cutting tasks

Clients of GEOSS capacity development Civil society (i.e. population at risk) Capacity Development Capacity Development International science community Political decision makers Partner organizations in developing countries

GEOSS cooperation serving the needs of science and technology knowledge, experience competence, infrastructure, know how technical capacity, financial means, internat. networks, communication knowledge, experience competence, infrastructure, know how technical capacity, financial means, internat. networks, communication introduction of established development options, adaptation, implementation, - source for new topics, new questions introduction of established development options, adaptation, implementation, - source for new topics, new questions GEOSS SBA cooperation projects GEOSS SBA cooperation projects GEOSS Partner

Capacity Development GEOSS component Partner component education provision of equipment transfer of technology institutional development ownership participation culture of plan./monit./eval. project implementation intern. cooperation publications advisory services mode of delivery

Capacity Development Indicators carry out training 5 seminars on „Geochemical Sampling“ carried out with organization XY in 12/2008 reliable, faithful, representative, sensibel measurable operational economic NOT

Capacity Development Indicators WhyFor whom to make project activities measurable to make projects concepts comparable to make projects achievements comparable project managers project partners SBA / GEOSS supervision to harmonize CB within GEOSS (synergy)

use output activity Cooperation partners fulfill their mandated tasks impact resilience of people / infrastructure of areas at risk is improved monitor & evaluate CB achievements of SBA cooperation advise & assist SBA in defining CB concept working out guidelines for CB activities establish CB-07 working group CB is an integral part of GEOSS cooperation activities outcome CB of SBA cooperation projects is based on (working along) CB-07 guidelines Cooperation partners are strengthened acc. to plan / needs EXAMPLE: Chain of impact for CB -07 – 01c Task

use output activity national network on earthquake monitoring is sustainably functioning impact resilience of people / infrastructure of areas at risk is improved installation of local network on earthquake monitoring software/hardware for network system delivered & installed staff trained to monitor earthquakes with network system allocation of budget for monitorig network local network is functioning outcome monitoring on earthquake contributes to regional early warning national network contributes to global network on earthquake monitoring EXAMPLE: Chain of impact for SBA project

Indicators for Project Management Activity: Training on meteorological & satellite data interpretation Outcome Training rendered acc. to plan 5 staff members of XY trained by GEOSS Partner STW in Kuala Lumpur (March 2008) training achievement documented by GEOSS SOP self assesmenst Use Meteo / satellite data used for identifying areas at risk for Tsunami Tsunami risk areas identified Output Areas at risk for Tsunami integrated into regional development strategy Tsunami risk areas plan revised Impact Population‘s vulnerability from Tsunami is reduced Less than 30% of people are exposed to Tsunami risk IndicatorProject

Appraisal Concept Phase I Implementation Evaluation Cocept Phase II Input by CD Task Force Input by CD Task Force Where CD Task Force sets in ???

Work out capacity development framework / guidelines Monitor CD activities on entire GEOSS cooperation Assess/evaluate CB achievements on entire GEOSS cooperation Assist GEOSS activities in implementing CD indicators Role of CD Task Force is: To carry out CB To control SBA activities Role of CD Task Force is not: Work out pilot case CB concept for selected projects (3 - 4)
