4 History 1940’s-2004  Supply and logistics issues emerged during WW II associated with inadequate commercial packaging in hostile and harsh environments  1973 GAO Report identifies packaging issues across DoD  ’s each service had established packaging boards that addressed the issue of commercial vs. military packaging and other emergent environmental concerns e.g. Plastics at Sea  During the 90’s Acquisition Reform, Budget declines and organizational realignments and downsizing associated with BRAC were factors that motivated services to scale back or discontinue packaging boards.  Global War on Terrorism re-surfaced issues with packaging and challenges of conducting war in harsh environments that make storage and transportation of supplies challenging  Joint operations highlight the need for standardization and unification

5 History Today  OPNAV issued a revision to OPNAVINST re- establishing the NPB  NAVICP designated as the Chair  Membership expanded to include USMC for Marine aviation material procured by the Navy  Scope expanded to include unification and joint challenges as well as new focus on sustainability and total life cycle costs  NPB has been meeting twice a year since 2004 engaged in policy development and technical initiatives and projects.

6 OPNAV A NPB Responsibilities 1. Develop recommendations concerning changes to DON and DOD policies, guidance and standardization for the packaging, handling, storage and transportability of Navy materials, supplies and equipment. 2. Integrate efforts of members and non-members to derive and implement solutions to Navy PHS&T issues. 3. Promote ongoing dialog between those commands and agencies involved in and affected by the DON packaging program in order to promote uniform understanding of policies, objectives, implementing programs and logistical requirements. Provide liaison/perform advisor duties to Navy Program Executive Offices (PEOs/PMs) for PHS&T issues. 4. Review commercial packaging practices and new developments to more rapidly adopt those that may be benefit military packaging. 5. Serve as a means for information exchange on laboratory investigations, field tests and research and development activities in the packaging field. 6. Ensure that packaging related trends having national sociological and ecological implications are given full consideration. 7. Coordinate Navy interests for the DPPG. 8. The NAVICP shall be responsible to establish and maintain the Navy Packaging Board charter. Any changes must be approved by a majority of the voting members.
