2  Purpose: To share management’s proposal to expand the local Change in Tour of Duty (CITOD) ECC-Martinsburg MOU dated 2001 and replace it with language that better reflects the organization today with flexibilities to design and implement shifts to meet our modernization efforts. 3 Background  The existing MOU in place for employee changes to tours of duty was an arrangement bargained between management and chapter 82 for the Martinsburg campus. Since that time, MITS has been streamlining procedures for gained efficiencies and uniform practices across division lines.  In keeping with that vision, management is proposing to terminate the existing MOU and replace it with language that expands the scope from specific location to EOPS wide locations service-wide and include flexibilities to design and implement new tours to support IT modernization.

4 Purpose of change:  To terminate the local agreement and replace it with updated language creating EOPS-wide uniform procedures for requesting changes to shifts/tours.  Replacing the local Martinsburg MOU with EOPS-wide language will not only provide greater flexibility in managing fluctuating workload but also provide employees with optimum opportunities to change their tours and/or shifts.

5 What will change:  Scope of MOU language will cover EOPS-wide versus ECC Martinsburg.  EOPS will retain a master list of CITOD request forms for use in providing employees the right of first refusal prior to competitively announcing the opportunity. To be considered for reassignment, employees must be in the same Div/Branch and on the same PD as the position to which an opening exists.  CITOD form will be modified with additional tours and shifts and organizations as well as completed electronically.  In the event an additional tour/shift need to be established (i.e. three - 12 hour and one four hour shift) outside of the regular solicitation period of January and July, management will consult all eligible employees within the Div/Branch on the same PD, for the first opportunity to express interest.

6 What will not change:  Employees having completed the revised CITOD forms will continue to be given the right of first refusal for changes in shift/tour of duty prior to management opening competitive announcements.  Employees will be considered eligible to apply for alternate shifts if they’ve been on their current at least twelve (12) consecutive months.  The employee’s EOD (Total IRS Time) will be the criteria used to select eligible employees from the CITOD request on file.

7 Impact to BU employees  All EOPS BU employees nationwide will be given the opportunity to complete the revised expanded CITOD form for shift/TOD changes and considered for reassignment opportunities when openings occur within their Div/Branch.  Employees desiring a change in tour/shift will be given the opportunity to electronically complete the CITOD once every six months of the year (January and July).  When new shifts/tours are designed which have not been made part of the CITOD form, employees within the Div/Branch on the same PD will be given first opportunity. The new shift/tour will be added to the CITOD prior to the next submitting period.

8 Next Steps  Once agreement is reached conduct 7114 meetings to inform BU employees of the opportunity to submit Change in Tour of Duty applications and share the new agreement.  Determine dates to accept applications and create initial CITOD lists that includes all EOps employees.  Follow the January and July schedules after the initial creation.
