SCHOOL BUILDING AID LAW RSA 198:15 (HB 533) (yellow) The new system for School Building Aid will become effective July 1, The moratorium for votes by the local legislative body continues through June 30,

CHANGES TO THE BASIC PROCESS Available funds will be used first to pay eligible grants under the old system (the “tail”) (pink) New grants will be competitive Payments will be made in two grants: 80% upon project approval and the balance upon completion of construction No state bonds will be used for the purpose of funding school building aid grants Applications must be more detailed and complete Thorough planning and design must take place prior to application 4

CHANGES IN ELIGIBILITY No longer eligible School Administrative Unit (SAU) offices Portable classrooms 25% of Career Technical (CTE) projects not covered by state CTE funds Leases (Leases must be funded separately) New Charter school construction is eligible 5

CHANGES IN RATE CALCULATION (ivory) 30%-60% based on rankings for median family income and equalized valuation per pupil No incentive for multi-town arrangements No incentive for high performance schools Changes in the law and the 2010 census result in significant changes in the rates for many districts. 6

APPLICATION REQUIREMENTS IDENTIFIED Problem to be solved Existing conditions At least two feasible alternatives Life Cycle Cost Analysis Complete and reliable cost estimates Maintenance plan 20 Year plan for efficient use of space 7

SCORING CRITERIA Projects will be scored according to the following criteria: (Ed (i)) 1.Life-safety (100 points possible) Points awarded only for conditions caused by normal wear and tear, code changes since construction of the building, or natural events 2.Overcrowded conditions (25 points possible) 3.Space deficiencies (60 points possible) 4.Building operations deficiencies (35 points possible) 5.Eligibility for free or reduced cost meals (20 points possible) 6.Historical preservation (possible addition of up to 10 points) 7.Maintenance program (possible deduction of up to 20 points) 8

LOCAL VOTING Districts will know the project’s priority on the state list prior to district meetings The timeline may allow opportunities for subsequent votes if the first fails SCHOOL BUILDING AUTHORITY (purple) Role will now include development of a rank ordered list of all school building construction and renovation proposals to be submitted to the State Board of Education 9

TIMELINE FOR FUNDING July 1, 2013 new process begins September 1, 2013 applications due to the department December 1, 2013 School Building Authority releases recommended priority list January 15, 2014 State Board publishes approved prioritized list (15 business day appeal opportunity) 10
