US Weather Research Program The Broad Program Technology Transfer –Provide a smooth path of new technology and forecasting techniques into operations Basic and Applied Research –A research program to provide the new science and technology for tech transfer

USWRP—Technology Transfer Transfer is primarily accomplished through: –Community Models WRF –Operational Transition Test Beds Joint Hurricane Testbed (JHT) Developmental Testbed Center Joint Center for Satellite Data Assimilation –Expert Systems Several examples including Auto-Nowcasting

USWRP Basic and Applied Research Program Quantitative Precipitation Program –Three Components: Extended range: QPF 2-14 Days, global (THORpex) Short-term Warm Season QPF 0-48 hours, mesoscale Short-term Cool Season QPF0-48 hours, mesoscale Hurricane Landfall

Guiding Principles Speeding the transition of research to operations is a worthy goal Recognized that stronger connection between research and operational products was needed Tried to respect and consider the constraints of the different agencies Needed to clarify the roles and responsibilities of members: operations, program mgmt., science community (avoid conflicts of interest) Management and funding discipline/rigor Should insure the best technology goes forward Should focus on 3-5 yr. projects, not decadal

Recommendation Option #1 is not executable for reasons of funding Option #2 may be executable, but requires more discipline/compromise to limit the scope and focus on smaller number of “completable” goals Options #3a and 3b executable and provide a coherent and focused program; however either may result in loss of core members Option 4 is the easiest to implement, and more compatible with all agencies’ constraints Recommendation: Option 2 or 4 –#2 seemed conceptually appealing and affordable, but needs more discussion to decide if realistic –Both options require specific management and funding changes

Recommendations to the Workshop The USWRP process in the past has been to conduct planning meetings such as this workshop –Identify needs and priorities in a particular area related to the USWRP foci. QPF Hurricanes at Landfall Optimal mix of observations –Publish a article in BAMS describing recommendations Develop an Implementation Plan –Includes recommendations for a particular projects(s) WRF THORPEX Testbeds ….

Recommendations to the Workshop This workshop is highly focused –Could easily lead to the development of a specific project Objectives Deliverables –We should quickly settle on a structure and funding strategies Form a committee to oversee and guide the development of the project.
