ASIA/AUSTRALIA/PACIFIC INDIVIDUAL INTERNET USERS’ ROLE IN ICANN SHAPING THE FUTURE OF THE INTERNET

“New” ICANN = New Role for Users ICANN coordinates global Internet's systems of unique identifiers, including systems of domain names/numeric addresses used to reach all computers on the Internet; also coordinates related policy development. Last year’s re-organization increased role of individual user community (“At-Large”) to help guide ICANN’s activities/decisions along with other Internet stakeholders (such as domain name registration companies, Internet service providers, etc.)

Structure for Individual Users (At-Large) Involvement ICANN created Interim At-Large Advisory Committee (ALAC) last year and called for framework of local, regional groups to promote structured involvement and informed participation of world’s “At-Large” community. At-Large Structures Regional At-Large Organizations At-Large Advisory Committee

At-Large Framework Local: Existing or newly formed groups certified as At-Large Structures focus on participation by individual users at the local or issue level. Regional: 5 Regional At-Large Organizations (RALOs) created by At-Large Structures, act as region’s main forum/coordination point for public input to ICANN (Asia/Aus/Pacific one region). International: ALAC composed mostly of members selected by RALOs, providing advice on activities of ICANN that relate to the interests of individual Internet users.

At-Large Participation/ Representation Groups in Asia that involve (or want to involve) individuals in Internet issues should apply for At-Large Structure certification and have a voice in ICANN activities/decisions. At-Large Structures represent variety of individual users and are wholly independent from ICANN; certification recognizes groups meet ICANN's criteria for informing/ involving individual users. Types of groups certified (or interested in certification) include professional societies (e.g. engineers, attorneys), academic organizations, community networking groups, consumer advocacy groups, Internet Society chapters, computer user organizations, Internet civil society groups.

Why “At-Large Structure” Certification? ALSs have: Recognized role in forming policies that affect how individuals' use the Internet; Quick and easy access to first-hand information on what's happening in ICANN and why it matters to end-users; Opportunities to provide group members education on ICANN's work and Internet developments (e.g. IDN); Interaction with other groups in the same region and groups with common interests; Representation in ICANN at regional and international level; Opportunities for group members to serve on important regional/international decision-making bodies in ICANN; Internet-based tools to support groups' work, and potential for funding to support selected group activities.

Building At-Large Framework in Asia/Australia/Pacific One of the fastest growing regions for At-Large participation is Asia/Australia/Pacific. At-Large Structure applications from five groups in this region are being processed: Internet Society Vasudhay Kutumbhkum (based in India); ISOC Taiwan Chapter (based in Taiwan); At (based in P.R. Creating At-Large Structures in Asia/Australia/Pacific 1. Determine your group’s eligibility or form a new group that meets ALS criteria (commit to supporting individual Internet users' informed participation in ICANN, have majority of members from Asia/Aus/Pacific, etc.). 2. Asia/Aus/Pacific At-Large Structures Can Benefit Region’s Users Through websites, on-line discussion lists, announcements, conferences, etc. ICANN At- Large groups will have the information and tools users need to be involved. Direct user involvement provided by Asia/Aus/Pacific At-Large Structures will help ensure that ICANN takes actions that reflect individual Internet users' needs in this region.
