2 Naval Facilities Engineering Command Southwest NRSW Water Strategy NRSW Water Strategy was developed in response to Governor Brown’s Drought “State of Emergency” Declaration on 1 April 2015 NRSW Water Strategy signed May 27, 2015 REGCOM directed a 25% cut in water by 2020 based on 2013 consumption (effective June 1, 2015) Five areas of focus in Region Water Strategy Culture of Conservation Water Conservation Projects Compliance Improvements Landscape and Irrigation Water Data Acquisition

4 Naval Facilities Engineering Command Southwest Region Drivers  National Security Issues –Lack of water resources could impact base closures –China Lake water rights under review by CA Waterboard  Water Conservation Projects –Not driven by Return on Investment but need to conserve –Need to make permanent cuts to reduce future cost impacts  Compliance Improvements –Avoid creating flushing requirements –Implementing hydraulic modeling and reporting for better management  Landscape and Irrigation –Developed projects to reduce one million square feet of turf and high water use landscape –Converting to aesthetic landscape to low water and operational to artificial turf (ball fields)  Water Data Acquisition –Inventory of meters completed, recommendations for 75% water use AMI metering is at base level for review –Improving management of this limited resource through better data

8 Naval Facilities Engineering Command Southwest Current Water Actions OBJECTIVE Execute water projects via PWDs. Projects range from purchasing low flow fixtures to large scale conversion of turf to xeriscape. LEAD Fred Speece OUTCOME Developing standardized projects that can be used by PWDs. Use KGAL saved to dollars invested and time to completion. Obligated $5M for FY15 projects. Costal IPT to provide assistance with project development. OBJECTIVE ICOs and PWDs will understand water quality compliance issues and flushing impacts to water conservation. LEAD NRSW Environmental OUTCOME ICO level awareness of water compliance issues at each base. Compliance Best Management Practices (BMPs) developed. Methods to reduce or reuse flushed water. Coordinated effort between conservation projects and compliance projects. OBJECTIVE Identify methods and templates for conversion of turf to xeriscape and install weather based centrally managed irrigation controls. LEAD Coastal IPT, Bruce Rudd OUTCOME Utilize Smart Landscape Master Plans to develop a template to convert turf to xeriscape. Irrigation will be managed by a weather based central Irrigation control systems. Water Projects OBJECTIVE Identify metering at each base and increase water metering for accountability of all water usage. LEAD Jim Mugg OUTCOME Use data and information to develop projects. Ability to verify water and cost savings from projects. Purveyor’s water accounts are reviewed and corrected. Integrate water management tools into Smart Shore. Landscape and Irrigation Compliance Metrics and Metering

9 Naval Facilities Engineering Command Southwest Water Projects 9  Projects range from purchasing low flow fixtures, metering, conversion of turf to xeriscape and N-9 projects.  $12M in projects summited by installations, $6M committed  Working with PWDs on additional awards for FY15 Future State: Total Projected reductions are over 1 Billion Gallons by MGALs in savings FY16-18 projects 337MGALs in savings from other projects Steam and 1482 ESPC, NBSD Steam MILCON, RMe projects at NBPL and NBC
