Part I. Capacity building requirements and needs carried out under the project 1.1. There are 6 key tasks in the project Task 1- Public information for raising CDM activities Task 2- Capacity development on CDM for policy makers Task 3- Establishment and capacity development for CDM National Authority Task 4- Capacity development for stakeholders relevant to CDM projects Task 5- Building on CDM research and education Task 6- Creating and pipeline of CDM eligible projects. Such as: The office of Government, MPI, MONRE, MOF, MOI, MOST, MARD, MOT, local governments and others. Comments. Vietnam is in process of changing its economy, a lot of institutions are being reformed In 2003 the government formulated many new decisions on the institution structures, functions of offices belonging to the government. Ministries have a rather big quantity of policy makers in many professionals. CDM functions can be added in relevant institutions. Capacity building and awareness creation in Vietnam

Part II (continue) Comment: The legal basis of the Industries (power, coal, oil and gas), agricultural, forestry, transportation sectors is rather weak, the existing laws have to be reformed and addition CDM activities.
