M&V Summit May 2003 Current IDIQ Requirements for M&V Reporting (C.4.2) M&V reports –Annual is minimum frequency –Provide evidence that continued ECM performance achieves the guaranteed cost savings –Contents: ECM performance measurements, calculations, & adjustments to baseline

M&V Summit May 2003 Key issues in M&V reporting: M&V report should have enough context to make sense alone Access to background information is critical: –Delivery Order (ECM descriptions, M&V plan, cost schedules), acceptance documentation, commissioning materials, post-installation M&V report, contract modifications Verification of O&M - per IDIQ section C.6 - C.8, especially C.7.4 –included ESCO verification of government's maintenance and operations procedures
