Current and Future Funding Changes Funding basically flat Some funding cuts being partially restored Sequestration is a concern Some states addressing possible cuts States beginning to ask for $ to implement consortia assessments Issue – states don’t know cost of consortia assessments yet One state adding $2M for 15% state content 2 7

Technology – Implementation Issues June 22, 2013www.assessmentgroup.org 8

Future State Plans Adoption of consortia assessments (PARCC or SBAC) Most states desire to use all the consortia products they can afford SBAC Digital Library and PD modules of great interest to member states Adoption of non-summative assessments is a district issue in many states June 22, 2013www.assessmentgroup.org 9

Future State Plans Challenges in implementing consortia assessments No surprise, money and technology were the top issues Other issues June 22, 2013www.assessmentgroup.org 10

Current State Assessment Costs 13

Current State Assessment Costs 14

Summary Most states feeling a bit more comfortable about their consortium’s ability to deliver a summative test on time Not sure about the other products in development Not sure all the “bells and whistles” will be there At the same time, contingency planning is picking up Typical plan is to keep current assessment while adding CCSS items Technology readiness is the number one concern Funding, bandwidth, devices are biggest concerns Three states have submitted funding requests to legislatures Mixed interest in AI scoring; states realize its importance to costs June, 2013www.assessmentgroup.org 15

Summary (cont.) Cost is the second biggest issue mentioned Some states planning on reducing non-math/ELA costs in order to afford consortia assessments Some states have asked for additional funding for either the consortia or other assessments A handful of states have recovered past funding cuts but, in general, funding is still below 2007 levels Sustainability and consortia governance models are of great interest SBAC has now announced their approach PARCC working with McKinsey on governance models June, 2013www.assessmentgroup.org 16
