Spill Response Plans What is in a plan? o Detailed Facility Description o Detailed maps and facility diagrams o Initial action plans o Notification procedures and contact information o Response Team Organization (including Unified Command) o Detailed Vulnerability Analysis and Worst Case Scenarios o Training/Exercise Plans o Response equipment lists and response contracts

Spill Response Plans How do we communicate the plan? o Required to be submitted and reviewed by regulatory agencies (Federal and State) o Required internal training, exercise, and review o Emergency responder liaison  Brief and discuss relevant parts of the plan  Joint training, drills/exercise, and preplanning efforts o Public Awareness outreach to other stakeholders  To Public – recognize, evacuate, notify

Spill Response Plans What are the Security Concerns? o Detailed pipeline facility maps and information?  Location of valves, pumps, water crossings, etc.  Maps of secured facilities, tanks, and response equipment o Personnel private information  Home phone numbers and addresses o Detailed vulnerabilities  Water intakes, high populations, environmentally sensitive areas, o Detailed description of how to achieve the worst case scenario  Tactical plans o Related details on other infrastructure o Airports, military installations, secured ports, etc o Proprietary business information (i.e. contract pricing, etc.)
