Public Procurement / Institutional purchase -Government is a big consumer - government purchase to support social and environmental objectives -Harmonized government program to address hunger (feeding program) and to support small scale farmers “Political Will” created by pressure from social movement Directions/ Principles Captured in Legal Framework - dispenses bidding -health policy -tax policy -cooperative marketing -agrarian reform -sustainable, agro-ecology -support in farmer participation in value chain Coordination and collaboration approach / Synergy / partnership -Inter and intra-coordination -multi-sectoral -At all levels (nat’l,prov’l,mun ) -Institutionalization of policy dialogues FO -claim making -Relay informa tion -Policy advocac y Investment on Capacity building / Credit/Insurance/P ricing

Recommendations to PAHP Institutionalize the Involvement of FOs/ CSOs even at pilot stages, and at all levels - hot just beneficiaries or a delivery mechanism of govt program Clarify govt policy on public procurement; HINDI TAYO BUMABANGGA SA WTO COMMITMENT Never include govt procurement in FTA negotiations Give premium price for sustainable, organically produced crops of family farmers Strengthen participation of farmers in value chain

Recommendations to PAHP Review the experience of PAHP, involving CSOs, review and distill lessons including the engagement of CSOs Since DAR is involved in this convergence, ensure real implementation of agrarian reform Include DOLE, DOH, DTI, DILG Govt procurement policy as a tool to protect & promote other small industries as well for social objectives Guard and assert our right to public stock piling Learning exchange with Brazil for farmers

Recommendations to PAHP Maging masipag Programs should not be piecemeal, shld be integrated, specially in DRRM

Action Points CSOs - feeding program to target malnourished school childre n through public purchase ; maximize existing openings in the Local Govt Code - finding champions from all sectors to pursue fight vs hunger -Work for legal instruments for institutional purchase from farmers - push for a review of the PAHP - role of NAPC Govt
