WISCONSIN’S AIR MANAGEMENT PROGRAM STRUCTURE Permitting Compliance & Monitoring State Implementation Plan (SIP) Development Enforcement & Performance Improvement In the face of dwindling resources (staff and funding) the primary objective of the Air Management Program is to ensure compliance with requirements from the U.S. Environmental Protection Agency (EPA). IT & Business Support

1. State regulations that the U.S. EPA has approved. 2. State-issued, U.S. EPA-approved orders or permits requiring pollution control at individual facilities. 3. Planning documents, such as area-specific compilations of emissions estimates and computer simulations (modeling analyses) demonstrating that the regulatory limits assure that the air will meet National Ambient Air Quality Standards (NAAQS) in accordance with the Clean Air Act (CAA). FEDERAL CRITERIA POLLUTANTS: O 3, PM, Pb, NO x, SO 2 and CO State Implementation Plans (SIPs)

1.Where are the problem areas (i.e., National Ambient Air Quality Standards (NAAQS) compliance)? 2.What is (are) the cause(s) of NAAQS violations? 3. How effective are current and future air quality control programs? KEY REGULATORY QUESTIONS a. Filling in gaps in regional pollutant (PM 2.5 and O 3 ) monitoring b. Point source emission (NO 2 and SO 2 ) monitoring assistance (i.e., hot spot identification) c. Air quality forecasting program d. Support for identification of Class I Areas a. Precursor pollution tracking and contribution (e.g., NO x, SO 2, VOC & NH 3 ) b. Better understanding of pollution gradients c. Exceptional event analysis d. Changes in ozone and fine particulate formation chemistry after changes in precursors a. Trend analysis b. State and Federal control program effectiveness c. Model – monitor – satellite comparison & validation d. Air quality monitoring assessments
