Purpose Continue to recognize and appreciate our retired colleagues Create an articulated, clear, and fair policy Revise privileges to permit better management of diminishing resources in a time of an increasing number of retirees Minimize congestion in the central-most parts of campus Encourage the use of public transit whenever possible Design policies that are consistent with Cornell’s commitment to sustainability October 24, DJLDRAFT3

Overarching Concepts Retirees who also have disabilities will be eligible for the more liberal privileges offered to faculty and staff with disabilities (under development) “Retiree” is defined as an individual who has retired from the University at age 55 or older with at least 10 years of credited service time. – Exception: individuals who retired under a NYS early retirement incentive program (same service requirement applies) Retirees should be treated equally – Exception: special additional privileges for 25-year retirees to be granted upon request and presentation of a 25-year retiree CUID October 24, DJLDRAFT4

Overarching Concepts (cont’d) Retirees who return to the University for paid work are “employees” not “retirees” for the duration of that paid work. They can take advantage of the same no-fee or discounted privileges available to all University employees. – Exception: retirees may retain their no-fee permit that allows parking in “O” and “A” areas; any other permit may be purchased at the full employee rate Privileges will be specific and printed in literature and/or posted on the webpages which are prepared for retirees October 24, DJLDRAFT5

Transit Privileges All retirees with CUID cards will receive TCAT “zone 1” privileges, Monday – Friday – This is the same base privilege accorded to all regular CU employees Choice between a parking permit (fee or no-fee) OR no-fee OmniRide (7-day, full TCAT privileges) – Retiree OmniRide would not include the books of one- day parking permits designed for daily commuters October 24, DJLDRAFT6

Parking Privileges Parking privileges (DO include “zone 1” TCAT privileges, but mutually exclusive with OmniRide, except as noted) No-fee annual “O” permit – Allows parking in all “O” areas including “B” lot, plus “A” lot – No-fee daily “O” permit (includes “A” privileges) available at parking booths (MAY be used by those with OmniRide privileges) – Eligible to purchase any parking permit available to staff (based on eligibility and availability), at the same price paid by current staff (payroll deduction not available) – Metered parking (MAY be used by those with OmniRide privileges) – Visitor permit purchased at a parking booth at the going rate (MAY be used by those with OmniRide privileges) – 25-year retirees are eligible to request on book (of 10) “Z” parking permits per year. Retiree Access to the Wellness Program Park in “A” lot and walk to Helen Newman/Appel or take TCAT rt. 81 to Teagle (no fee) – TCAT rt. 81 runs approximately every ten minutes Park in any “O” lot and take TCAT rt. 82 to Helen Newman, Appel, or Teagle (no fee) – Nearly every bus leaving “B” lot will serve within a block of the Teagle area Pay meter at Appel Commons – meter rates are reduced at this location, specifically to accommodate Wellness members Purchase an “R” permit that allows parking adjacent to Appel Commons for access to Appel and Helen Newman (equal to staff annual perimeter fee of $347) Purchase a “C” or “G” permit that allows parking adjacent to Teagle area (equal to staff annual fee of $554 or $726) Those with one-day “Z” permits could used these permits in several areas surrounding physical education facilities; including up to two hours in Flex spaces October 24, DJLDRAFT8
