LOCAL AUTHORITY MANDATE Under the Constitution, Act 108 of 1996, municipalities must now lead, manage and plan for development. Local government is perceived to be the agent of change and the vehicle for development at a local level. Local authorities have the responsibility to exercise this developmental mandate across all functions delivered at local level – including the development and marketing of the tourism sector. The delivery of corrective and supportive interventions that will facilitate transformation will be delivered at a local level.
