Key suggestions for the 18th meeting of the AFB Investigative procedures: –Clarifying and reinforcing the relationship between the consultant in charge of the investigative procedure and the GEF Evaluation officer responsible for the Evaluation of projects. –The investigator should act pro-actively and prevent potential misuse Option for Fundraising Campaign and Strategy: – Use the discussion on innovative sources of finance within the UNFCCC and other fora Explore current proposal on International Air Passenger Adaptation Levy as proposed by the LDCs Allocation of 50% of the surplus Assigned Amount Unit AAU and Carry-Over as proposed by the African group

Key suggestions of CSO for the 18th meeting of the AFB Accreditation Process: –welcome the consideration of the Accreditation Panel to eventuality organise a workshop with multilateral agencies to help with the accreditation process. –Insert this in the report of the AFB to the CMP –To follows up the implementation of the conditionalities bound with the accreditation of NIEs. Perfomance Review of the Secretariat and Trustee: –Institutional arrangement with the GEF providing the secretariat service To enable the secretariat -as recommended by the consultant of this document - to endorse (but not to reject) the project concepts submitted to the AF.

Key suggestions of CSO for the 18th meeting of the AFB An independent Secretariat as a stand-alone body within the GEF premises. –Provide the secretariat with the minimum dedicated staff to be able to fulfil its core responsibility –Provide the Secretariat with a Senior Executive manager, solely accountable to the AFB. Institutional arrangement with the IBRD acting as Trustee: –To put in place a procedure for checking the AF’s share of proceeds from CDM project activities as held by the Trustee. –More involvement of the AF in the Investment Strategy of the Trustee. –Investment policy should priotise environmentally socially sustainable investment.
