Emotional Health and Wellbeing - Staffordshire

What is the picture within Staffordshire? North Staffordshire CCG East Staffordshire CCG South East Staffs and Seisdon CCG Stafford and Surrounds CCG

The History CAMHS grant funding since 2005/2006 In the region of £175,000 - £250,000 Funding allocated to statutory CAMHS provider Project brief - to develop Tier 2 service provision

A Review Legal obligation, fairness and transparency Efficiency savings Are services still meeting local need? Are they evidencing best value for money?

The Findings No current contracts, specifications, agreements Some projects were no longer operating Some projects were seeing very small numbers Primarily offering specialist mental health interventions, with highly qualified staff Difficulties identifying outcomes achieved Significant difficulties with data recording issues Negative feedback from service users and stakeholders

What happened next? Disinvestment/Decommissioning process Further CYP and stakeholder consultation exercises What did this tell us? CYP wanted –a modern, interactive way to access help –More choice about the services they were offered –Earlier help and advice including short waiting times

What did this tell us? Stakeholders wanted –Joint investment/commissioning opportunities –More investment from schools –A clear pathway across services –Shorter waiting times for CYP –More training on mental health issues

What did we do ? Commissioning of UPSIDE “Online Emotional Support Service” Development of an Emotional Health and Wellbeing Framework and subsequent tender exercise Joint review of CAMHS services alongside South Staffordshire Clinical Commissioning Group Emotional Health and Wellbeing Strategy development

The Framework Open tender exercise at the end of July Received over 40 submissions Evaluation process undertaken………………… Significant challenges encountered Only able to award one lot out of the five

Our Future Challenges and Opportunities Ensuring that the Provider market, commissioners and procurement are supported and ready for this new approach Re-engagement opportunities with Providers Integrating feedback from Providers Re-tender exercise at the end of October
