To establish an on-going process that will allow participating civil aviation authorities the ability to share relevant safety information regarding State of the Operator carrier’s, and foreign air carrier’s operations in a timely manner.Vision Makati City The Philippines th APEC Transportation Working Group Meeting

Because of the growth and complexity of global aviation, Flight Standards (AFS) considers it necessary to utilize several methods to meet its obligation for aviation safety oversight. As a result of significant experience, some methods have been found to be proactive and preventive in nature, while others are for the most part can be after the fact, or of short duration and are limited in their actual effect on changes in systemic aviation safety oversight. 30 th APEC Transportation Working Group Meeting Makati City The Philippines 2008Considerations

 Current AFS develops a position regarding a foreign carrier’s safety compliance by:  conducting assessments under AFS’ International Aviation Safety Assessment Program (IASA) in response to congressional direction regarding foreign carrier safety oversight;  supporting and participating in the continued audits of the International Civil Aviation Organization (ICAO) Universal Safety Oversight Audit Program (USOAP) and the development of related TRAINAIR program materials;  Instituting a U.S. carrier audit of foreign code share partners, based on the applicable ICAO standards;  performing ramp inspections of foreign air carriers who conduct scheduled operations to the United States. 30 th APEC Transportation Working Group Meeting Makati City The Philippines 2008Considerations

 Purpose of such activities is to:  proactively establish the foreign air carrier is receiving appropriate safety oversight in compliance with existing international agreements and standards in regards to the Air Operator Certificate (AOC) issued by the State of the Operator;  proactively establish the expectation that any foreign air carrier that is operating within a national airspace system is doing so consistent with existing international agreements and standards;  take immediate action to resolve safety issues that arise during the foreign air carrier ramp inspection activity, that takes place only on a limited basis in most countries. 30 th APEC Transportation Working Group Meeting Makati City The Philippines 2008Considerations

Considerations  The timely exchange of available ramp inspection data between participating civil aviation authorities is another tool in the continuing development of a multi- element view of domestic operators operating outside of the State of the Operator and foreign carriers operating within a country's sovereign airspace, while the authority is meeting its obligations, and limitations of existing international agreements relating to air transportation. Establish a Program  The AFS International Programs and Policy Office has started the initial development of a program to provide for the exchange of specific ramp inspection aviation safety data between civil aviation authorities.  Program is intended to assist each participating civil aviation authority in the global analysis of the safety posture of its carriers operating international and each foreign air carrier operating within a States sovereign airspace.  Program being developed uses the requirements of the applicable Articles under Chicago Convention on Civil Aviation and the ICAO Standards contained in Annexes 1, 6, and 8. Administrative Issues  Participation in the data exchange will be open to all authorities who have an ICAO complaint system of aviation safety oversight and have the ability to provide ramp inspection information in accordance with program requirements.  Initially, AFS expects 3 to 4 States to be involved in program start-up, with additional participants to be added when system is stabilized and capacity enhanced.  A formal written agreement will be required from States to participate. Administrative Issues  Program will utilize a central server that is accessed through a secure internet connection.  Uploads of ramp inspection data from participating States will be made through the internet connection.  Member States will have to make periodic uploads of data as a condition of continued participation.  Member States will provide ramp inspection data on only foreign air carriers operating within their sovereign airspace. Member States will not report respective domestic ramp inspection activity as a part of this effort. Makati City The Philippines th APEC Transportation Working Group Meeting

Administrative Issues  Several authorities, including AFS, have existing checklist for the performance of foreign carrier ramp inspections. The initial group of participating States will review all submissions and establish a mutually agreeable checklist which meets program needs and sets a standard of performance.  Checklist will be based specifically on, and limited to, the requirements of the Chicago Convention and the applicable ICAO annexes relating to such inspections. Administrative Issues  Several authorities, including FAA, have existing training programs for the performance of foreign carrier ramp inspections.  The initial group of participating States will review all submissions and establish the content of a mutually agreeable training program which meets program needs and sets a standard of performance. Administrative Issues  Data provided by the system will permit a functional civil aviation authority to perform an analysis and determine what type of additional activity, if any, may be appropriate as a result of each inspection.  Data elements will be established using the terms of the Chicago Convention on International Civil Aviation, the applicable ICAO standards and common aviation industry terminology. Administrative Issues  AFS has developed an initial data element string established using the terms of the Chicago Convention on International Civil Aviation, the applicable ICAO standards and common aviation industry terminology.  This coding is required by AFS to address the issues associated with requirements of the Privacy Act and Freedom of Information Act considerations.
