International Coordination of Aviation Weather- Information for Operators 26 August 2015 Warren Qualley- Chairman, IATA Flight Operations Support Task Force Senior Weather Expert, Harris Corporation

Topics  IATA  Flight Operations Support Task Force  IATA Operational Cells at ANSPs  IATA and the ICAO MET Panel  The Punch Line  IATA Involvement  What has changed?  Some Details of the MET Panel

Flight Operations Support Task Force (FOSTF)

Power in Numbers, Reach and Responsiveness  250 member airlines  300+ Strategic Partners (including Harris Corp.)  IATA has permanent seat on all ICAO Panels  IATA Regional Coordination Groups (RCGs)  More operationally focused (e.g. immediate problems addressed more quickly: e.g. RPLC METAR stoppage)

IATA Operational Cells at ANSPs

IATA-Liaison Interface at ATCSCC IATA Liaison FAA ATO Management NATCA FAA Tower and Center Facilities FAA Commercial Space Group FAA Tech Operations Group FAA NOTAM Office FAA CARF (Military) FAA Contractors MITRE CASSD, METRON, ATAC FAA Security Airport Operators NBAA, ACI, AAAE & A4A Non-U.S ANSP FAA Airports IATA Member Airline Operation Centers

IATA and the ICAO MET Panel The Punch Line: Streamlined process to progress aviation meteorology issues at ICAO…in our lifetime.

IATA Involvement  Atholl Buchan: IATA Member to the MET Panel  Graham Rennie (Qantas): IATA Advisor to the MET Panel and member of the Working Groups  Meteorological Requirements and Integration  Meteorological Information and Service Development  Meteorological Information Exchange  Meteorological Operations Groups  Graham welcomes input/feedback from IATA airlines on MET Panel issues

What Has Changed?  Quarterly virtual meetings and semi-annual in-person meetings vs. no virtual meetings and bi-annual meetings  Result is that things move more quickly (e.g. more work done on Radiation in last few months than last five years)  Work group documents uploaded and viewable on ICAO website:  Ongoing discussion to provide workspace for input by others (e.g. operators for IATA MET Panel member and advisor)  More efficient input of User Requirements

Some Details of the MET Panel: Single Meteorological Sky- Basic Tenets and Enduring Meteorological Mandate  Aviation takes place in a single dynamic and often hazardous atmosphere.  Meteorological phenomena know no political or State boundaries.  The observation, modeling and prediction of the State of any multi-dimensional point in the atmosphere is a shared global endeavor.  Civil aviation cannot be carried out in any part of the globe safely or efficiently without good meteorological information on actual and forecast conditions for departure, destination, and in- flight operations.  States have co-operated and shared meteorological information for this purpose for more than 80 years and have formalised requirements and expectations through international convention and local legislation.  The ICAO Meteorology Panel is a big step forward in cooperatively enhancing meteorological support for the contemporary and future civil aviation world, through engagement and integration with the Global Air Navigation Plan (GANP) and Aviation System Block Upgrades (ASBU) methodology.

Some Details of the MET Panel: Proposed Job Cards Arising from ICAO Meteorology Divisional Meeting July 2015  AMHS Testing  Block 2 components  Air Traffic Management requirements  Volcanic Ash systems enhancement  MET SWIM requirements  PANS-MET development  Radiation systems development  Regional Hazardous Weather  SADIS and associated development  Space Weather systems development  World Area Forecast System enhancement  Cost Recovery guidance development (from MET Panel)

Some Details of the MET Panel: Commitment  Increased expectation of Panel members  Increased accountability of Panel members  Robust collaboration  Limited resources  Tighter time-frames  Optimization of meetings  Increased use of virtual communications  Results orientation  Continuing highly professional approach
