AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES INVESTMENTS AND FINANCING FOR AVINOR DEPLOYMENT PER INGAR SKAAR

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Topics Need for renewal and functional upgrades Current initiatives Deployment plan and consequences for Avinor Planned initiatives Financing – some issues

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Environment Safety Cost efficiency Capacity Introducing new concepts and solutions - Benefits and some challenges Investments requires normally a strong business case! Several initiatives gives weak or negative business cases for Avinor But might be good for the network….. Avinor ANS is commited to a 16% price reduction to én-route customers during RP2 ( ) Important to verify that investments meet overall expectations/objectives!

Investments/Projects – Making sure that the initiatives give optimum overall effects Projects Enterprise architecture Systemwide objectives/strategies Enterprise architecture Systemwide objectives/strategies Business objectives Regulatory requirements Operational concepts Starting with the high-level perspective Systemwide impacts (Users, FAB, Internal constraints/opportunities) Automation and operational benefits Systems and infrastructure High level roadmap Prioritise projects

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Introducing new concepts and solutions - an evolutionary approach Making the most out of the current system Validate and implement new concepts. Comply with SES- requirements. Implement Pilot Common Projects Focus on solutions and functionalities that create value to users!

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Recent projects SNAP BOAS ADS-B in North Sea

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Ongoing initiatives System consolidation Oslo/Stavanger Free Route AirspaceNORWAM

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES The way ahead Careful introduction of new systems Compliance with regulatory requirements Solutions adapted to local needs Not always the same challenges and constraints as central Europe Collaboration within FAB and neighbour ANSPs Enable dynamic cross border sectorisation Further develop Free Route Airspace concept Consultation with authorities and customers/users

The regulatory requirements – Significant system upgrades are needed to prepare for PCP ACC BGO, SVG, TRD DRLAPP OSL ATC02 ATC12 ATC17 EC 29/2009 / ITY ‐ AGDL 1) AOM19 ATC15 2) AOP04.2 3) AOM21 2) AF2 3) AF4 AF6 AF5AF1 IR/ESSIP RequirementsPCP IR Requirements ESSIP Requirements Requirement category: AF2AF3 4) ( )

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES ATM Systems – the way forward High level road map Future ATM System ACC/APP – Baseline Evolutionary approach – build on current system platform Upgrade core system coponents early (e.g. Flight Data Processing) Focus on early benefits from automated processes etc. Successive implementation of new functionalities (benefits vs risk and cost) Establish interfaces to TWRs FAS TWR – (ATM-system for non-RT airports) Dedicated TWR Systems the large airports (OSL, BGO, SVG, TRD), incl. other airports which requires on-site Air Traffic Services Will be closely integrated with A-SMGCS and other airport systems (A-CDM, ALTi) Remote Towers - Successive roll-out Remote Towers Establish Control Centre Initial roll-out (5 systems) FAS ACC/APP – Next Step Step-wise implementation and roll- out of PCP-functionalities Timing of TWR-systems not yet decided 2020 Upgrade COM systems (VoIP)

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Financing Estimated investments 2,4 bn NOK (until 2020) PCP related investments, estimated to 920 MNOK Plan approved through consultations with airspace users and authorities However! All investment costs have to be paid by the users/customers ANSPs in EU-member states have access to external funding through CEF (Connecting Europe Facility) For PCP – up to 50% financing Norway as non EU member - not part of the CEF funding Disadvantage to the Norwegian aviation industry

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Financing (cont’d) The aviation industry is an enabler for local and regional development and growth! A level playing field is needed for A sustainable aviation industry Continued development of local communities and business Lack of access to EU funding should be compensated with similar arrangements

AVINOR FLYSIKRING AS AVINOR AIR NAVIGATION SERVICES Thanks for your attention!
