Apprenticeships: new routes into sustainable employment Victor Farlie Chair London Work Based Learning Alliance

Who we are Exclusively London based membership organisation - now over 130 members. Representing the independent provider primarily in the skills sector focusing on apprenticeships and foundation learning. Elected Board and sub-regionally organised

Apprenticeships in London Historically low take up relative to other English regions - now fastest growing. Apprentices employed predominantly in SME’s - now spreading into corporate/large businesses. Low take up in the public services - Local Government has radically improved. Apprenticeships for the over 25+ age group in demand.

Apprenticeships - a route back into work ? Changes in the eligibility criteria from Government now make this possible. Redesigned Adult responsiveness budget makes this possible. Payment by results will drive DWP providers to look at sustainable employment offers Employers want to reduce turnover, control payroll and add value. ‘Earn and Learn’ can be potentially an attractive message for the unemployed.

How can it work Reliant on the capacity and capability of the provider base in London. Convergence of Employment and Skills sector through the provider supply chain.

Offer to the unemployed: Earn and Learn More personalised and solutions driven. Manageable learning. Relevant and work based. Progression increases the use value. Off the job training available.

Designing the delivery model Pro active Employer engagement Personalised learning Credit based frameworks

Making it happen: the role of providers Stimulating demand by selling the benefits of apprenticeships to employers. Redesigning the qualification delivery model and widening the role of the Assessor and Trainer as mentor for the unemployed. Collaborative supply chain management is the key strategic drive for future Agency procurement and funding.
