TROY DOWNING AUGUST 30, 2011 South East Regional Administrator Interview

Transformation Assumptions The initial effort started at the university level Budget constraints are driving us to change We will be a different organization when we are done We will emerge a better organization

Transformation from my perspective Phase of planning Same people, same mission Delivering educational programs based on science Solving problems for our communities We will always be asking “Does what we are doing make sense?”

Regional Administrator Roles Leadership Vision Administrative oversight Identify local and regional needs Evaluation of program and services Maintain local relationships Identify and utilize technologies Provide access to training

TD’s Regional Leadership for the future Respects county priorities Supports faculty to be their best Rewards creativity and innovation Encourages faculty to take risks Buffer faculty from unnecessary bureaucracy Advocate for the region Continue to build open campus type programs in the region if it makes sense

Open Campus in Tillamook County We hired a coordinator over a year ago Housed at the community college Developed several dozen educational partnerships Designed new programs from OSU “Go to” source for education in Tillamook County

Possible Extension Programming Grazing systems and management Fiber digestibility in grasses Non-structural carbohydrates in grasses Nutrient cycling in pasture systems Utilizing vegetative buffers to protect waterways Fertility programs including pH and micronutrient management (Se, Cu)

Question 1 Describe your experience in managing multiple funding streams & how have you honored existing funding sources/agreements as they are integrated within counties in this region?

Fiscal Experience OSU Dairy - >500,000 year budget Tillamook County Ext. Service Dist. >400,000 year, grants and contracts, limited fee for service Open Campus- started charging larger fees, grant funded programs Research grants - $304,589 Fundraising (4-H pavilion) $800,000 Endowments- > $1,000,000 committed in the last year

Question 2 Extension is in the midst of Transformation. How have you changed your thinking to embrace these changes? How do you balance community needs vs organizational constraints? How would you be an advocate and a resource for employees during this transformation?

Question 3 OSU strives to build an organizational culture that will allow each individual to enter, participate and thrive – unimpaired by barriers related to his/her identity status. Each of us is valued for our uniqueness. Describe how your background and experience has prepared you to be effective in an environment that values diversity?
