Evidence competence and get ready for the Care Certificate

CQC Strategy 2013-16 New strategy coming soon… We will change what we look at when we inspect so that we tackle the following five questions about services. − Are they safe? − Are they effective? − Are they caring? − Are they well led? − Are they responsive to people’s needs?

CQC Future Operating Model A fresh start for the regulation and inspection of adult social care Page 6

CQC: Residential key lines of enquiry (KLOE), prompts and potential sources of evidence S3: How does the service make sure that there are sufficient numbers of suitable staff to keep people safe and meet their needs? Planning Gathering feedback Talking to people Observation Talking to staff Reviewing records

CQC: How we inspect What information does SOFI capture? Inspectors observe the mood and engagement of people using services and the quality of staff interactions. They also make notes on other aspects of care practice during their observations. SOFI Short Observational Framework for Inspection http://www.cqc.org.uk/service-providers/registered-services/how-we-inspect/short-observational-framework-inspection

Care Certificate Framework Assessor Document http://www. skillsforcare the Care Certificate will provide clear evidence the support worker has been assessed against a specific set of standards and… … has demonstrated they have the skills, knowledge and behaviours to ensure that they provide compassionate and high quality care and support.

Anyone can make their own paper certificate…

Care Certificate Framework Assessor Document http://www. skillsforcare There is no requirement for assessors of the Care Certificate to hold any assessor qualification; the employer must be confident that the person with this responsibility is competent to assess. The assessment of the Care Certificate should be as rigorous as the assessment of any formal qualification. The learner can’t be part skilled or have some knowledge and meet the Standards.

Care Certificate Framework Assessor Document http://www. skillsforcare Evidence must be: Valid – relevant to the standards for which competence is claimed Authentic – produced by the learner Current – sufficiently recent for assessors to be confident that the learner still has that same level of skills or knowledge Reliable - genuinely representative of the learner’s knowledge and skills Sufficient – meets in full all the requirements of the standards Evidence of performance prefixed with words such as demonstrate, take steps to, use or show must be undertaken in the workplace during the learners real work activity and observed by the assessor

Care Certificate Framework Assessor Document http://www. skillsforcare Assessment evidence can include but is not restricted to: Observation records Oral or written answers to questions Small project such as a poster presentation Multiple choice questions Record of simulated activity Certificates of Attendance, attendance on study days or e-learning without assessment of what has been learnt is not evidence toward achievement of the Care Certificate.

10. Will agency and bank staff need to undertake the Care Certificate? Q&A on the Implementation of the Care Certificate for Health and Social Care Professionals http://www.skillsforcare.org.uk/Document-library/Standards/Care-Certificate/Question-and-Answers-Social%20Care%20Professionals.pdf 10. Will agency and bank staff need to undertake the Care Certificate? Providers of health or social care have a legal duty to assess the training needs of all staff new to their organisation; this applies to agency, bank or directly recruited health and social care assistants.

How do you evidence competence? Discuss the assessment results during supervision Take an online assessment Add evidence Continuous development cycle During real work duties
