Importance of Administrative Action One can feel that one (coach) is making a difference at a micro (club) level. The problem of macro change and influence is the greatest challenge and itis certainly the most difficult. “One can feel that one (coach) is making a difference at a micro (club) level. To usefully effect such change, the administration (County Boards) and administrators (County Officials) must be morally and ethically committed to seeking the truth (moving forward), even if it isn’t good for the ratings.
