Policy recommendations at institutional level a)The initiation phase. What should Higher Education institutions need to take into account?  - the development of an initial study document - the circulation of this strategy document to potential decision- makers within the University - the discussion and suggestions for redrafting of the strategy document with interested teachers - production of a final Green Paper for implementation A danger of a lengthy preparation phase is that a particular ‘window of opportunity’ may be lost if action is not taken at an appropriate time

Policy recommendations at institutional level b) The Implementation phase. Key factors in which lie any policy for implementing VLEs -Infrastructure -Training and development -New organisational culture The implementation of VLEs will not succeed without an equal, integrated and coordinated investment in all three of the elements of the model proposed

Policy recommendations at institutional level c) Strategies for the diffusion of e-Learning -to develop professional development programs and overt institutional support structures -to promote a higher status “research in teaching” in Universities - to facilitate team-work in VLE, including in the teams recognised good traditional face-to-face lecturers
