Principles for multi-level project implementation  all Work Packages (WP) are trans – national (except for WP 5), and all project partners (PP) should be actively involved in the implementation  each PP will nominate appropriate members to the 4 thematic Working Groups, which are backbone of project (contribute to WP 1-4)  Each PP nominates a person as Contact Point for the partner region and as liaison to the administrative and political levels  Contact Points form the Management Board, act as Working Group for for WP 2 (institutional structure)  For each WP a single PP has been named as responsible PP, sometimes supported by PPs responsible for specific activities  Recursive implementation mechanism: Actors on one level work within a framework defined by “upper” level actors.
