The consortium will provide a distributed network of learning objects that meet quality standards. By sharing the resources through a federated search, strategic alliances and technical interfaces need only be made once, but all of GLOBE benefits from these partnerships.

Provide open specifications and community source code that is openly shared among community members in accordance with community policies, whenever source code is developed. Use standards, where appropriate, and contribute back to the development of these standards based on experiences and best practices.
