Humanitarian Evaluation: Burma/Myanmar
Humanitarian Evaluation (in general) Metodology (dev. – HA) Criteria Which country and project? Which goals?
Evaluated projects CZ HumAid in Burma/Myanmar Urgent Assistance2008 Early recovery (shelter)2009 Construction of permanent shelters 2010 Livelihood support2011
B/M evaluation: the process -Reflection of expectations (donor, implementing NGO) -Study of available project documentation + hum.eval. metodologies -Mission to the recipient country and community –Presentation of findings (B/M, CZ, Brussels) - Implementation
B/M evaluation: the findings Adequate needs assessments and reactions inside HumAid – but missing LRRD. Low quality of temporary shelters – but higher quantity of the response. Dependence on external assistance: local recipients have small/no resources. Political interference: choice of localities for new buildings. Insufficient anticipation of long-term Nargis impacts (availability of palm nipa-leaves). Difficult evaluation of GHD principles.
B/M evaluation: follow-up Sharing with local recipients, implementing partners and other donors Implemention of recommendations Learning for further actions + humanitarian evaluations
CZ v. GHD: learning and accountability Effective and Efficient implementation Evaluations and Performance Assessments Transparent reporting
