Iowa Department of Agriculture and Land Stewardship The Role of Biosecurity as an Approach to Animal Disease Disasters! Dr. Patrick Webb DVM Foreign Animal Disease Program Coordinator

Iowa Department of Agriculture and Land Stewardship Biosecurity This talk is designed to get you thinking about bio security from a different perspective.

Iowa Department of Agriculture and Land Stewardship On a Swine Farm Biosecurity is: –a method to decrease the incidence of disease in a population which should translate in an overall decrease in the cost of production. –OR –

Iowa Department of Agriculture and Land Stewardship On a Swine Farm Biosecurity is… –a method to protect livestock by preventing the introduction and/or spread of disease during an animal disease disaster. To put it another way….. –Biosecurity is the armor that protects a farm prior, during and after an animal disease disaster.

Iowa Department of Agriculture and Land Stewardship Biosecurity When a disease like FMD strikes part of our investigation is to find out 3 things! –Where the disease was? –Where did the disease go? –Where the disease is now?

Iowa Department of Agriculture and Land Stewardship Biosecurity Different principles of bio security can play key parts in the different time frames during a disaster.

Iowa Department of Agriculture and Land Stewardship Biosecurity Prior to an outbreak –Encompasses everyday activities up to the point a disease is confirmed. Important because: –Biosecurity acts as a consistent means to prevent accidental disease introduction. –Biosecurity acts a consistent means to prevent accidental disease spread once introduced.

Iowa Department of Agriculture and Land Stewardship Biosecurity Prior to an Outbreak –Areas to focus on Visitors –Who came on your farm and how far did they get? On farm movement –What do you do on your farm? Owner/Employee movement –Where have you been?

Iowa Department of Agriculture and Land Stewardship Biosecurity During an outbreak –Includes the time that a disease is confirmed to the point that it controlled. This is important because –Bio security can be adjusted in order to increase protection. –Biosecurity acts a consistent means to prevent accidental disease spread if it is introduced.

Iowa Department of Agriculture and Land Stewardship Biosecurity During an outbreak –Areas to focus on: Stepping up security –What steps are you going to take? Reviewing history –Are your records good enough? Owner/Employee Movement –Where are you going today?

Iowa Department of Agriculture and Land Stewardship Biosecurity After an outbreak –Includes the time when the disease is controlled to the point it is eradicated. This is important because –Biosecurity acts a consistent means to prevent accidental disease spread if it is introduced. –Biosecurity plays a huge role in the re-initiation of animal movement.

Iowa Department of Agriculture and Land Stewardship Biosecurity After an outbreak –Areas to focus on: Recovery –What must be done to aid recovery? Surveillance activities Maintaining a constant level of biosecurity
