Mark Bulwer (City Engineer) He is helping with recovering the men that have been trapped. He says that he isn’t involved. When he was being interviewed, he was informing the news crews that Mr. Blunt dropped a blow torch and that is what is thought to have caused the explosion, but during that announcement he shrugged his shoulder implying that he didn’t believe what he had just said Truth: He was paid by an anonymous donor to sign off on all the paper work without following through on a thorough inspection
