UNCLASSIFIED Agenda Problem/Solution Mission and Intent CAAT Employment Strategy Organizational Design Network of Partners Discussion

UNCLASSIFIED Problem Units and organizations arrive in theater at different levels of COIN training and expertise. Insufficient or no unity of effort for COIN from RC to RC, between Civil/Military, and among NATO Allies. Inadequate visibility for COMISAF on implementation of COIN approach/best practices.

UNCLASSIFIED Solution A credible Combined, Civil/Military, Multi-disciplinary element(s), versed in all aspects of COIN, capable of traveling throughout the theater of operations and conducting the following missions: –Augment the continuous, formal dialog between COMISAF and subordinate Commanders/Civilian Leadership. –A second set of eyes that provides unbiased, critical analysis, and recommended solutions. (COMISAF’s two way feedback mechanism). –Over watch key transitional points in the campaign such as RIP/TOA, major increases/decreases of forces in specific regions, task organization and command relationship changes. –Teach, coach, and mentor BCT/BN CDRs, Civilian Leadership, and their respective staffs, on the conduct of integrated COIN operations. –Capture best practices and lessons learned and rapidly disseminate to the force. –Focuses on integrated approach to COIN: staff synchronization, inter- agency, PRT, Afghan capacity building, STRATCOM, KLEs, and ANSF partnering. –Help Develop Learning Organizations. Build “Afghan Hands”.

UNCLASSIFIED Mission Statement and Intent 1 of 2 Mission: Assist commanders to integrate all aspects of COIN operations Purpose: To assist Commanders, identify trends, and disseminate lessons learned, in order to facilitate ISAF organizational and cultural change Key tasks: Understand how COMISAF intent is being operationalized in each Regional Command Provide a review of staffing processes that advance or impede COIN efforts Identify best COIN practices and disseminate throughout the theater and national training bases

UNCLASSIFIED Key tasks (continued): Establish consistent collaboration with national training bases and institutions to maintain relevancy regarding current theater trends Enhance situational awareness/understanding of ISAF COIN efforts in cooperation with AFGHAN partners Facilitate unity of effort through a fully integrated civ/mil team that leverages a combined approach to COIN and builds Afghan capacity End State: A combined AFGHAN & ISAF team conducting effective COIN operations across all lines of effort Mission Statement and Intent 2 of 2
