(--Peter & Trudy Johnson-Lenz)  small groups of people who have worked together over a period of time. Not a team, not a task force, not necessarily an authorized or identified group. They are peers in the execution of "real work." What holds them together is a common sense of purpose and a real need to know what each other knows. (--John Seely Brown / Xerox PARC)  groups of people who share a concern or a passion for something they do and who interact regularly to learn how to do it better. (--Etienne Wenger)  in our case here, it could be groups that work together along lines of business within the government that are dedicated to the support of certain business functions (--Brand Niemann / US eGov Semantic Interoperability Community of Practice)

The consortium produces more Web services standards than any other organization along with standards for security, e- business, and standardization efforts in the public sector and for application-specific markets. Founded in 1993, OASIS has more than 4,000 participants representing over 600 organizations and individual members in 100 countries. OASIS is distinguished by its transparent governance and operating procedures. Members themselves set the OASIS technical agenda, using a lightweight process expressly designed to promote industry consensus and unite disparate efforts. Completed work is ratified by open ballot. Governance is accountable and unrestricted. Officers of both the OASIS Board of Directors and Technical Advisory Board are chosen by democratic election to serve two-year terms.
