Context – Parliamentary Policy Imperatives – 4 th Democratic Parliament Policy Imperatives (Political Directives) are adopted at the start of Parliaments 5 – year term Annual Performance Plan 5 Year Strategic Plan Operational Business Plans
Contents of the Policy Imperatives 1. Matters emanating from the 3 rd Parliament 2. Strengthen oversight over the Executive 3. Increased public involvement and participation Public education on the role of Parliament Role of MP’s in constituency offices Optimal use of technology and systems Parliamentary broadcasting channel 4. Strengthen co-operative government 5. Widen role of Parliament in International relations, co-operation and participation
Context – Parliamentary Policy Imperatives The Parliamentary policy imperatives 2009 – 2014 stipulates: Optimal use of technology and systems: Parliament must consider the use of technology to improve its communication and establishment of new platforms whereby the public can access Parliament. There is a need to use communications media that is accessed by the majority of the people such as radio, telephone and television. Such usage should find its proper place within a broader outreach and accessibility strategy, aimed at enhancing broad involvement and participation, without creating imbalances in the ability of the majority to access parliamentary processes
Context - Parliamentary Policy Imperatives The Parliamentary policy imperatives 2009 – 2014 stipulates : Parliamentary broadcasting channels: The coverage of parliamentary debates on television is limited to certain amount of hours and does not include meetings of committees. Parliament needs to consider the establishment of a radio and television broadcasting channels dedicate to Parliament especially now with the move to digital systems of broadcasting
SCM Process 1.Request proposals on a suitable parliamentary broadcasting model 2.Parliament will select a suitable broadcasting model 3.Parliament will then develop terms of reference and issue an open tender looking for a service provider to implement the selected broadcasting model 4. The parliamentary broadcasting model must take into consideration the following: The developmental nature of South Africa That parliament is a peoples parliament that must be accessed by all including rural communities, the youth, people with disability, etc The need for the public to participate in the legislative processes and for parliament to access local communities A proposal on a suitable funding model /options to establish and manage the services A proposal on the human resource capacity required to establish and manage the services A proposal on the implementation plan of the broadcasting model
Time Frames 26 th September 2011 : Briefing Session 14th October : Closing date for submissions October : Parliament considering suitable broadcasting models October : Preparation of Terms of Reference November : Advertise open tender January2012 : Evaluate and recommend to the relevant Bid Committee February : Appointment of a suitable service provider
