Appreciate the Efforts of GAA and the FAA Supporting Georgia’s Airports GAA’s efforts to educate Local and State Officials- is making a difference in the continued support of the state’s airports Appreciate the continued support of FAA- This year’s Discretionary Grant totaled $23.6 million supporting projects at: DeKalb-Peachtree Airport; Improve Runway Safety Area Cobb County-McCollum Field; Rehabilitate North Apron Cartersville Airport; Improve Runway Safety Area Habersham County Airport; Construct Taxiway Griffin-Spalding County Airport; Construct New Airport Washington-Wilkes County Airport; Construct Taxiway Barrow County Airport; Rehabilitate Runway

FAA Revenue Use Policy and HB170 Aviation Program preparing for additional funding on the Horizon… FAA’s Clarification of the Revenue Use Policy requires state and local aviation fuel taxes to be returned to the States Airport System and to the airports where the taxes are generated HB170 places into law state taxes on aviation fuels will be returned to the Aviation Program

FAA’s Clarification of the Revenue Use Policy Requires State Sales Taxes on aviation fuel to be used for the State’s Airport System Requires Local Sales Taxes on aviation fuel to be used at the Airport where the taxes were generated Requires aviation fuel taxes to be used via the Policy no later than 2017 Exempts Taxes enacted prior to 1987 Requires a plan for compliance be submitted to FAA on how this Policy will be implemented by December 8, 2015 Estimated State Aviation Fuel Taxes $21 million

FAA’s Clarification of the Revenue Use Policy …continued How will the Department be involved in the Policy... HB170 requires that federal law be followed for the distribution of state aviation fuel taxes Beginning July 1, 2015 the Georgia Department of Revenue began reporting aviation fuel taxes generated by the state and local governments at the County level Aviation Program has two motivations to be involved  Airports must comply to remain eligible for federal funding  As a Block Grant State, the Aviation Program is required to enforce the FAA Revenue Use Policy for general aviation airports who are federally obligated

FAA’s Clarification of the Revenue Use Policy …continued State must submit a Plan under the Policy for State Sales Taxes  Determine state taxes generated by DOR reporting  State’s budget process via HB 170 will direct funding from sales taxes to the Aviation Program  Annually GDOT will provide certification to the FAA of the funding appropriated to the Airport Aid Program Department will submit a Plan for the General Aviation Airports following the same concepts as above  Determine taxes generated by DOR reporting  Local Airport Sponsors requests taxes from aviation fuel sales from local taxing authorities  Annually Airport Sponsors to provide certification of taxes appropriated for Airport Use to GDOT  Airports may submit a Plan on their own

(75%/25%...use the “Aviation Program Policy and Standards Guide” for Project Eligibility and Priority  Submit 5-Year Capital Improvement Program by November 30 th  Use the New ASM System to Submit CIPs Follow the instruction in the call for CIPs and the step by step guide sent out last week Attend Webinars on October 22 nd or November 4 th Alan Hood will be at our booth to answer questions
