 The European Union since 1992 has emphasized the importance attached to nuclear safety in Europe and the importance of the international cooperation in the nuclear field.  Initially the assistance-cooperation activity was devoted to Central and Eastern European Countries.  Since 2007 with the ‘’Instrument for Nuclear Safety Cooperation‘’ (INSC) approved by EU on 14 February 2007, the EU cooperation is supporting the promotion of a high level of nuclear safety all over the world.  The promotion of an effective nuclear safety culture is particularly focusing on the support to regulatory bodies to reinforce their capacities for regulation, technical review, authorizations and supervision processes. Training and tutoring are part of the measures to support the development of institutional and technical capacities. Based on the outcomes of a survey conducted by the EC in a number of countries outside EU a dedicated INSC Project has been launched in 2010 The project INSC Project MC.03/10 is titled ‘’Training and Tutoring for experts of the NRAs and their TSOs for developing or strengthening their regulatory and technical capabilities’’ and provides cooperation with partner countries to strengthen their regulatory capacities. The project has a duration of three years ( ), a follow-up has been already approved by the EC Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 EU INTERNATIONAL COOPERATION

The main objective is the enhancement of capacities of NRA of the Partner Countries, including their TSO: This means to enhance the capability of NRA’s staff, and of their supporting TSOs, in the major functions of authorization, review and assessment, inspection and enforcement, issue of regulations and guides, management of licensing process and related decision making. Partner Countries include: Armenia, Belarus, Brazil, Egypt, Georgia, Jordan, Mexico, Morocco, Ukraine, Philippines, Malaysia, Indonesia, Vietnam Other countries (previous agreement with EC) like Iraq, Russia, China, Tunisia, Argentina, Mongolia, Central Asian Countries as well as regional organizations like ANSN, ANNuR, FORO and FNRBA Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 EU - INSC PROJECT MC.03/10 OBJECTIVE

 The EU - INSC PROJECT MC.03/10 is made of two LOTS both related to cooperation to strengthen Regulatory Bodies and their TSO in the Partner Countries  LOT1 is implemented by ITER-Consult as Consultant of the EC.  ITER-Consult was selected by the EC through a tender process which took place last year. ITER-Consult is leading a team made by ITER and the following NRA or TSO organizations: BNRA - Bulgarian Nuclear Regulatory Agency (BG); JSI – Jozef Stephan Institute (SLO) ; NRG - Nuclear Research & Consultancy Group (NL); SCK·CEN - Studiecentrum voor Kernenergie (B); STUK - Radiation and Nuclear Safety Authority (FI) ISPRA – Istituto Superiore Prot. e Ricerca Ambientale (I); SNSA – Slovenian Nuclear Safety Administration (SI). Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 PROJECT PHASES The Project implementation envisages three distinct main phases to be carried out:  Analysis of regulatory needs and preparation of the Training & Tutoring (T&T) program (TASK 1)  Implementation of the Training &Tutoring (T&T) activities (TASK 2)  Evaluation and assessment of results (TASK 3)

Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 PROJECT PHASES The Analysis of regulatory needs has been conducted:  in general by the Consultant during the preparation of the offered Training & Tutoring (T&T) modules  in specific by each PC when developing the EU Cooperation National Training Plan The offer of T&T modules by the Consultant.  has been defined on the basis of direct experience as regulators and consideration of SARCoN guideline  has tried to meet the needs of both experienced and embarking partner countries

Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 FEEDBACK FROM 1 st Y IMPLEMENTATION Feedback from implementation:  T&T for staff of NRA need to be developed mainly in a dedicated approach: it is difficult to find trainings on the market meeting the specific needs of NRA  Course on regulatory inspection activity shall be carried out with the contribution of senior regulator inspectors and complemented by onsite visits  The T&T activity for NR staff requires a continuous focus on the role and responsibilities of the NRA  Aspects related to organization, technical review and internal process of NRA should be included in the T&T programs  Importance to complement, as possible, training with tutoring

Steering Committee Meeting on HR in RB - IAEA- Vienna December 2012 FEEDBACK FROM 1 st Y IMPLEMENTATION Feedback regarding the conduct of training :  setting clearly goal and objective of the trainings and monitor during the training activity how they are achieved  adopting methods of delivery promoting continuous interaction with the trainees, discussion and multilateral communication  creating a positive atmosphere in which also the trainees take the responsibility for the training outcomes,  envisage the creation of working groups for practical application,  performing the final evaluation of the training,  collect the trainees observations and feeding back the identified improvements,  complementing training with site visits
