Energy Policy Act - BLM Cadastral Support Strategy3 Presentation Objectives  Affirm with BLM management, our intended strategy to provide support for BLM’s work as required by the Energy Policy Act of  Provide management with Cadastral’s commitment to ensure cadastral support meets deadlines for the implementation of the Energy Policy Act.  Provide an overview of our strategy and the benefits to internal / external customers.  Provide an opportunity for input to improve our strategy, support processes and end products.

Energy Policy Act - BLM Cadastral Support Strategy4 Background: Prior / Ongoing Work BLM’s Cadastral Program provides cadastral services for all federally owned land. An ongoing major work priority is to provide cadastral services support for Indian Trust Assets. Over the past few years, the Cadastral Program has also focused on providing and improving GIS products for the five (5) original EPCA basins.

Energy Policy Act - BLM Cadastral Support Strategy6 Cadastral services will support the following priorities as defined in the National Energy Policy Act of 2005 Provide support tools for inspection and enforcement staff ensuring for the most efficient use of labor for determining well location in context to unreliable Federal boundaries. Provide support tools to ensure for the accurate depiction of leased acreage: Providing government and lessee with precise royalty and rental payments and revenue. Ensure for the accurate location of “Utility Facilities” as defined by the National Energy Policy Act of 2005.

Energy Policy Act - BLM Cadastral Support Strategy7 BLM Field Office Perspective: The Value of Cadastral’s GIS Map Products  To meet the Energy Policy Act work objectives, it is critical that Field Offices have accurate, timely and useful GIS-based land record & resource mgmt. information.  The seven (7) Section 365 Pilot Offices have varying capabilities to obtain useful and accurate map products.  These BLM GIS land record and resource data products must effectively support “on the ground” energy project permitting, I&E and related decision support needs.  Our most productive Field Offices critically rely on these GIS products. Energy Policy Act - BLM Cadastral Support Strategy8 The black box above depicts multiple well activity next to “high risk” boundaries considered unreliable. Planned Cadastral program support will provide the BLM Field Manager and staff with an assessment of the quality of BLM administrative boundaries and whether additional boundary work must be done to ensure that land use authorizations and associated infrastructure are located where they are supposed to be. BLM Field Office Perspective: The Value of Cadastral’s GIS Map Products Cadastral’s GIS products facilitate:  More accurate locations of proposed and actual energy project infrastructure (e.g., wells, roads, facilities, ROWs, etc.)  More accurate and improved accountability of federal royalties where allocation is based upon acreage participation schedules.  Improved accuracy of BLM administrative boundaries critical for resource protection monitoring and compliance activities.  Improved views of “on-the-ground” resource protection requirements as with BLM authorized use land areas (e.g., overlaying lease stips.)

Energy Policy Act - BLM Cadastral Support Strategy10 Program Strategy & Support Plan 1.One Cadastral Surveyor and one Geographic Coordinate Database (GCDB) Specialist will be on loan to the State Offices and/or Pilot Offices. 2.This staff will provide consultation and on the ground field survey work as necessary. 3.Support funding will come directly from the Cadastral Program and will not effect the benefiting sub-activities.

Energy Policy Act - BLM Cadastral Support Strategy11 Program Strategy & Support Plan 1.The AWP will direct the BLM “OPEC” States with Pilot Offices to provide necessary Cadastral staff support to develop, enhance and / or maintain Cadastral GIS products. 2.Cadastral has initiated program planning to provide staffing and program budget support requirements for the respective States. 3.An IB, outlining a process to effectively project manage, monitor and assess FO work progress and report derived benefits to the Pilot Office energy mineral workload will be issued by the WO within the next 30 days.

Energy Policy Act - BLM Cadastral Support Strategy12 Summary of Benefits to BLM This strategy works to ensures that BLM receives the greatest resource management support and associated authorized use income for expended funds. “Proactive” Cadastral support ensures that Pilot Office staff tasked with supporting day-to-day Energy Policy Act workloads are allowed to do so. Focusing on high energy activity areas where potential Federal boundary uncertainty situations exists, helps directly resolve such situations as they occur.
