A Local United We Ride Effort

2005 is the 26 th Anniversary of California’s AB 120 GOAL Improve transportation service for social service fund recipients by promoting the improved coordination and consolidation of transportation services.

AB120 Objectives Centralize administration Identify and consolidate funding sources Centralize dispatch Centralize Maintenance Coordinate/consolidate training Combine purchasing

AB120 Requirements Social Service Transportation Inventories Action Plans Consolidated Transportation Service Agencies (CTSAs) 5% of Transportation Development Act funds could be set aside for Community Transportation Services.

AB120: Did it work? Yes Sucesses in large cities & counties CalACT formed in 1984 Created a framework & culture of coordination

AB120: Did it work? No Lack of state/federal coordination Poor maintenance of funding efforts “No teeth” Coordination requirements relaxed. Few successes in rural counties.

Coordination in Lake County

Lake Transit Authority Consolidated all public transit resources and functions Combined operations contracts to increase competition, improve administration Reallocated resources to improve and extend service.

Other LTA consolidation benefits Centralized information and dispatch Consolidated vehicle maintenance Improved training Better risk management and insurance Combined purchasing Professional transit management

CTSA Advantages Designation of LTA as a CTSA streamlines the process for LTA to apply for 5310 grants. Assures that LTA has coordination review of other 5310 grant applications. Makes LTA the lead agency in human services coordination requirements for new federal grant programs.
