2 Working Group 8 – E9-1-1 Best Practices Description: service is a vital part of the nation's emergency response and disaster preparedness system and service reliability is vital to public safety and consumer wellbeing. As such, during CSRIC II, and before that NRIC, a substantial body of voluntary Best Practices was developed to promote reliability Best Practices are vital to maintaining a dependable and efficient infrastructure. This Working Group will review the existing CSRIC/NRIC Best Practices and recommend ways to improve them, accounting for the passage of time, technology changes, operational factors, and any identified gaps. As part of this effort, the Working Group will also provide recommendations regarding the creation of two new non- industry Best Practice categories: (i) Public Safety Answering Point (PSAP) and (ii) Consumer. As well, the Working Group will provide recommendations regarding how to better engage PSAPs in the Best Practice process. Finally, this Working Group is tasked with modifying and/or developing new Best Practices that will support communication providers in preparing for natural or man-made disasters. These Best Practices will ensure that communication providers are able to restore service quickly in the aftermath of a disaster. These Best Practices will ensure that communication providers are able to restore service quickly in the aftermath of a disaster. This includes how traffic might be prioritized in such situations. Working Group 8 - Current Work Activity Working Group 8-1 E9-1-1 Disaster Best Practices has completed Final Report – Part 1 and has provided to Council for consideration and approval. 1,024 current Best Practices reviewed with 432 excluded as non E9-1-1 related, 256 having an E9-1-1 implication, and 336 pending an ongoing review. Relevant Best Practices are selected based on their potential in providing interoperability, reliability, resiliency, and security in the delivery or processing of E9-1-1 calls through the traditional legacy or Next Generation platforms. Work in progress to identify select Best Practices needing direct modification with specific E9-1-1 language versus remarks being added into the Best Practice Remarks section for clarity and search capabilities. 6
Working Group 8 - Work Completed Working Group 8-1 E9-1-1 Disaster Best Practices Final Report – Part 1 is the first part of a larger review of industry Best Practices intended to modernize those that relate specifically to E9-1-1 and more importantly to consider the need for Best Practices for Next Generation E9-1-1 services that may be useful in preparing for natural or man-made disasters. The team considered how these Best Practices would apply to originating providers such as legacy wireline, wireless, cable Voice over Internet Protocol (VoIP), internet based VoIP, E9-1-1 and NG9-1-1 network and functional software providers, and database providers. The team also addressed gaps that have not been historically addressed through the Best Practice process and that, if implemented by industry, would further protect the E9-1-1 network. 7
Working Group 8 - Work Completed The team focused on two areas in developing recommendations and gap analysis: Legacy E9-1-1 and Multimedia The team defined a qualifying Best Practice as: “A Best Practice is a suggestion that through its implementation will have a direct impact on preparing for a natural or man-made disaster or through implementation will have a direct impact on the prioritization and restoration of the E9-1-1 infrastructure following an event. A second criterion of a Best Practice is that the suggestion is currently in use by one or more participants in the industry.” Identified 262 qualifying Best Practices and developed the “E9-1-1 Best Practice Disaster Preparedness Checklist” for use by industry. Identified 24 gaps resulting in 19 new recommended Best Practices, one recommendation for consideration, and four items for future CSRIC consideration. 8
Working Group 8 - Next Steps Continue work on identifying qualifying Best Practices for modification and/or enhancements. Start up of the PSAP and Consumer Best Practice WG8-3 as identified Best Practices become available. WG8-3 needs modified Best Practices Target for WG8-3 start is 3 rd quarter 2012 Further refinement of the “E9-1-1 Best Practice Disaster Preparedness Checklist” to incorporate Best Practice modifications and any new approved Best Practices from WG8-1 or other CSRIC Working Groups. 9
