PUBLIC INFRASTRUCTURE SPEND PAST AND FUTURE

PAST INFRASTRUCTURE SPEND Govern Spending by National, Provincial and Local Government and Agencies increased significantly since 2011 Since 2009/10 to 2013/14 Public spend R 1,09 trillion on infrastructure – mainly on economic infrastructure – the highest in 25 years

MTEF REMARKS NT & DPME reviews of infrastructure implementation (effectiveness & efficiency) and reforms are coming : The reviews have observed that policies are often designed without fully assessing the costs and implications of choices being made. Significant savings are possible if departments make adjustments. During 2015/16, expenditure and performance reviews will examine government accommodation, school infrastructure, provincial roads, and information and communication technology costs at schools Housing: The full cost of RDP houses significantly exceeds the capital subsidy, with serious implications for the budgets of relevant institutions – especially municipalities – as well as the pace of housing delivery and the affordability of current policy commitments Public transport: By a variety of measures, public transport in South Africa is very expensive for both users and government, largely because apartheid’s spatial legacy results in inefficient patterns of transport use. Government is working to change the spatial layout of the cities through improvements in land use planning over the long term. In the short term, the densification of the cities in specific nodal areas and along identified corridors will assist in reducing the costs of public transport. Improving the integration of the transport system

KEY CONSIDERATIONS HOW DO WE PLAY THE GAME AS A TEAM ?

KEY CONSIDERATIONS (1) Implementation of infrastructure - what role to play ? Research priorities - what about the future needs - is contract research visionary enough ? Funding – contract research = 70% of revenue - does it leave enough space for greenfield game changer research ? Perception of being expensive – is the business model calibrated towards technical people or is there too much overheads ?

KEY CONSIDERATIONS (2) Fragmented repository of knowledge and intelligence - no single go to place to find already paid for research done for government - how to partner with government ? Norms and standards - How to implement it and make it work in practice ?
