Comprehensive Plans: County wide plan values of decision makers and public Incorporates values into guidance on Land use Water use Open space Energy development Economic development

Area Plans: Smaller regions than counties Community guidance on values related to appropriate land use and area character Can include some details that mirror ordinance items

Energy Element: Arizona statute requires for Counties >125K population; must ID policies to promote renewables Typically: County priorities /values Background on energy / maps Other codes / items outside County jurisdiction Goals, policies, action items

Wind Ordinance or Regulation: Provides specific requirements to wind developers for submitting permit applications, obtaining permission to build in County Frequently defers to named government agencies for items of concern not in County jurisdiction (e.g. FAA, Game & Fish) Model ordinances available
