Going Negative The Surveillance Topic

I. Categories of Neg Ground OR – how surveillance could possibly be good / plan bad. A. Political reasons B. Economic Benefits C. Surveillance Good D. Theoretical/philosophical

A. Political Reasons we shouldn’t curtail  Politics Disad  Trade-off Disad  US Credibility Based Disads  Presidential Power

The Nationalized Internet Disad  US pushing for multi-stakeholder  No one trusts us because surveillance  Nationalized internet good

B. Economic Reasons we shouldn’t  Spending/Budget Trade-offs  Aff specific Economic Benefits – tech companies, etc.

The Offshoring Disad  What is offshoring?  Tech and IT companies leaving  And developing foreign companies – brazil, euro-cloud  Surveillance fears driving those decisions  Offshoring good for the economy

C. Surveillance Good  What we are looking for, we need to know  What is the reason the government is doing it – defenders of the government

The Terrorism Disad  Surveillance is done to prevent terror plots  Several justifications - get intelligence on ongoing plots - get information on people - deter people - having to get a warrant is slow  Terrorism unchecked would be bad

Theoretical/Philosophical Problems Kritiks – arguments about the justifications of the plan OR advantages - Don’t trust the government – - A. will use new rights to exploit you - B. racist / gendered / etc - Rights for Who? – - Security Based Decision Making – - Capitalist / Neoliberal

The ‘Borders’ Kritik The aff is necessarily about ‘domestic surveillance’ - Protect americans at the expense of others - Won’t have rights if we say who doesn’t have them - Universal understanding of rights is better

II. Dealing With Advantages What are the big categories of advantages to expect:  US international credibility  Rights / Democracy / Tyranny  People being mistreated  Surveillance fails / backfires

Options for Answering Advantages  Impact Defense –  Be prepared to minimize that list  Be prepared to compare  Counterplans – something else to solve those advantages  Solvency Based Answers – the plan doesn’t solve that problem

III. Thoughts on the Topic A. What can we expect to debate  The topic is proposed to be about Wiretapping/NSA/Secrecy  The topic will be about other forms  Immigration / borders  Drugs – War on Drugs, FDA, etc.  Weather/NASA  Crime/Policing
