1 RCRAInfo: What is it? The national (mission critical) information system that supports the RCRA Subtitle C program. A national program management and inventory system of RCRA hazardous waste Handlers Done in conjunction with WIN/Informed initiative Any User that has Internet access and can “surf” the Web will be able to create, manage and use RCRA data from their desktop.

2 RCRAInfo: Technical Background RCRAInfo is the result of migrating both legacy data systems, RCRIS and BRS, from the EPA Mainframe to the Internet in support of the WIN/Informed initiative and the RCRA program. EPA Unix Server ORACLE Web Browser User interface One National Database

3 RCRAInfo: Background Designed by a Team of State, Regional and HQ OSW and OECA staff to maximize data quality and minimize the need for extensive training. National Implementation: September 2001

4 RCRAInfo: How is the data collected ? Web based data entry and reporting software provided for States, Regions, and HQ for entry of the following data: Handler Identification ( Notification/Site Identification data ) Permitting ( Part A Permit Application data ) Corrective Action Compliance Monitoring and Enforcement States (or Regions) using their own information systems (Translators) required to provide data on monthly basis. Waste Activity Reporting data collected by State or Regional Implementers using COTS or State-developed software and loaded into RCRAInfo on a biennial basis.

5 RCRAInfo: How Many Users Currently Access RCRAInfo ? Total Users:2,356 (as of 10/3/02) States:1,585 Regions:621 HQ:150

6 RCRAInfo: What is it used for? States Program management. Pre/Post inspection reporting. Commitment tracking. Public information distribution. Regions Program oversight. Program management. HQ Program oversight. Responses to FOIA and other information requests.

7 RCRAInfo: Advantages If a User can “surf” the Web, they can use RCRAInfo “Cutting edge” technology and security First national (mission critical) system in Agency that allows secure data entry via Internet. OEI often uses RCRAInfo as “model” for direction of all Agency information systems. First national system authorized by Agency to resume operations following security shutdown of all Agency systems in February One National Database Provides “real time” data for reporting. Allows all Users access to all data from all States and Regions, using the respectful policy of “look but don’t use” for implementer-specific data not required by EPA HQ for national reporting.

8 RCRAInfo: Advantages cont... Oracle Database allows each Agency to use its preferred COTS software for reporting. Allows report sharing by States and Regions. Documentation available on-line. Provides access to Implementer-specific guidance via the same RCRAInfo On-line HELP utility.

10 RCRAInfo: What’s on our Plate for 2003? Develop and Implement the RCRAInfo Change Management Process to define how future changes will be implemented in RCRAInfo Workgroup formed with State, Regional and HQ OSW and OECA members. Establish translation capability using CDX, XML, and the National Environmental Information Exchange Network Develop State-specific versions of Site Identification Form Expand State and Regional Outreach efforts. On-line “Query Builder System” to allow non-technical Users and Managers to build their own reports. Host the annual RCRAInfo National Users Conference.
